Summary of the contracting process

The Environment Agency commissioned the Groundwater Modelling National Framework 2026–2034 for services delivered across the UK. It provides a consistent route to specialist groundwater modelling support for the Environment Agency, including data collection and verification, conceptual model development, numerical model construction, maintenance and operational use, output validation and reporting. It also covers groundwater flood forecasting and modelling for the Flood Forecasting Centre, including new and updated groundwater-level models and operational support. A third service provides technical experts for defined project activities, including technical review and analysis. The framework is intended to widen access to specialist skills and include small and medium-sized enterprises alongside established providers.

The procurement has been awarded through an open procedure and covers three completed lots. Lot 1, Groundwater Modelling Services, is valued at £16,361,596 excluding VAT (£19,633,915 including VAT), from 18 May 2026 to 17 May 2034. Lot 2, Groundwater Flood Forecasting and Modelling Service, is valued at £392,810 excluding VAT (£471,372 including VAT), over the same period. Lot 3, Groundwater Modelling Technical Support, is valued at £1,079,426 excluding VAT (£1,295,311 including VAT), also over that period. The award was made on 5 May 2026 to UKRI – British Geological Survey, INTERA Geosciences UK Limited, Mott MacDonald, Stantec UK Limited, Groundwater Science Limited, WSP UK Limited, GeoSmart Information Ltd, JBA Consulting, Geoff Parkin Hydro Ltd, Groundwater Modelling Solutions Ltd, Stephen Buss Environmental Consulting Ltd, AtkinsRéalis UK Limited and Worley Europe Limited. The framework contract was signed on 30 June 2026 and runs from 1 July 2026 to 30 June 2034, with reopening after year 3 and year 5 or 6. Lot 1 and Lot 2 were evaluated on technical quality and social value, weighted equally; Lot 3 used technical quality, covering service offering and quality and project management.

This award shows a sustained requirement for groundwater specialists able to work nationally across modelling, flood-risk forecasting and technical assurance. Credible suppliers need capability in groundwater data collection, conceptual and numerical model development, verification, maintenance, operational use, validation, reporting and groundwater-level forecasting. For technical-support work, they need experts who can deliver clearly defined activities and provide robust technical review and analysis. The evaluation also demonstrates the importance of service quality, project management, innovation and continuous improvement. For the first two lots, suppliers must be able to evidence social value, particularly skills-for-growth outcomes; the framework's performance measures also cover timely delivery, communication, collaboration, quality and delivery of social-value commitments. The opportunity is suitable for SMEs and voluntary, community or social enterprises, as well as larger consultancies, but competition was substantial, with 15 valid bids for each lot.

The aim of the national framework contract is to ensure that all relevant suppliers are available to deliver the Environment Agency's groundwater modelling programme. This includes small and medium sized enterprises not included on existing frameworks. The framework provides an efficient and consistent procurement route for groundwater modelling services across the Environment Agency with standard specifications, key performance indicators and supplier performance monitoring. It also supports access to scarce specialist skills and underpins a national groundwater modelling service.

Groundwater Modelling Services

This service supports data collection and verification, enhancement of existing and development of new conceptual models, numerical model construction or development, verification, maintenance and operational use of groundwater models, model output validation and reporting.

Groundwater Flood Forecasting and Modelling Service

This service supports the Flood Forecasting Centre's ability to forecast groundwater flood risk in England,by developing new groundwater level models, maintaining or updating existing ones and providing operational support.

Groundwater Modelling Technical Support

Technical experts are required to support specific individual projects; the role shall include specific measurable activities of a constrained defined nature. The nature of the support includes technical review & analysis.
