Summary of the contracting process

Nuneaton and Bedworth Borough Council sought a corporate building maintenance framework to keep its buildings safe and in good repair for staff and visitors. The work covered general building maintenance and repair, including joinery, brickwork, plumbing, plastering, roofing, painting and electrical work. Separate work areas covered plumbing, electrical maintenance, electrical street lighting, groundworks and drainage, and roofing. The framework was arranged in six lots, spanning general building work and these specialist trades. The requirement suited small and medium-sized enterprises, and the six-lot structure offered opportunities for suppliers specialising in individual trades as well as firms able to deliver general building maintenance. Relevant capabilities included repair and maintenance in joinery, brickwork, plumbing, plastering, painting, roofing and electrical work, with specialist demand for street-lighting maintenance, groundworks and drainage. Bidders were assessed on their ability to deliver and resource the service, their previous work and their approach to public safety, alongside price and social value. This favoured suppliers able to demonstrate relevant delivery experience, organise appropriate trade capacity and work safely in occupied authority buildings used by staff and visitors. The Council cancelled the framework because it determined that existing contracts already covered the requirements, so this process did not proceed to a new framework award.
