Network Rail Infrastructure Limited is procuring fire risk and fire engineering services for Network Rail, Transport for Wales and Great Western Railway. The requirement covers fire risk assessments and reviews at critical and non-critical stations, depots, offices and other occupied or unoccupied sites across the UK. It also includes fire strategy work, engineering advice for projects and actions, site visits, landlord consents and project-plan reviews, plus fire safety training for personnel responsible for sites. Assessments must use the Risk Base platform for records and client access, with suppliers able to transfer actions or data through an API or manually.

The procurement is complete and was run as a selective, competitive flexible procedure with a conditions-of-participation questionnaire followed by a two-stage tender. The framework awards were made on 24 August 2026. Each award is valued at £1,547,355.05 excluding VAT, or £1,856,826.06 including VAT. Contracts run from 14 September 2026 to 13 September 2029, with options to extend by up to two years to 12 September 2031. Global HSE Solutions was awarded lots 1, 2, 3, 4, 5 and 8; Turner & Townsend lot 1; Jacobs lots 2, 3, 4 and 7; Modus Rail lots 5 and 6; Hallmark Compliance lot 6; and WSP lot 7. Evaluation weighted quality at 70% and commercial pricing at 30%.

This award demonstrates sustained demand from Network Rail and its rail-industry partners for suppliers able to deliver multi-site fire risk services across operational transport infrastructure. Relevant businesses need capability in fire risk assessment, fire strategy, fire engineering support and training, with the capacity to work across stations, depots, offices, tunnels and other locations. Experience of dangerous-substances and explosive-atmosphere assessments, project support, site visits and regulatory compliance is directly relevant. Suppliers should be able to use the Risk Base platform and integrate with client systems through an API or structured manual data exchange. Market engagement required registration on RISQS fire-risk and fire-protection consultancy codes; tunnel work additionally required prior Technical Authority approval and a chartered fire engineer.

Notice Description

To provide fire risk assessments or reviews as directed at specified locations. The contractor(s) will provide where requested, fire engineering support, guidance and direction for both projects and actions, which may include Landlord Consents, Project Site Visits, Project Plan review, but not limited to those. Fire training for persons who are responsible for sites will be provided under the appropriate lot where required meeting legislation, site requirements and use of current systems to support those requiring the training. Contractors will also carry out, where required, assessments for Dangerous Substances and Explosive Atmospheres in accordance with current regulations and, where applicable, company policies or requirements. These should be carried out at the same time as any other assessments to reduce the number of times required to visit sites and mitigate duplication. Contractors may be required to either interface via API or manually to client systems to add actions from any assessments which are undertaken or provide data in a set format. All Assessments are to be based on the Risk Base platform for record keeping and provide access to all clients where required. 1. Conduct fire risk assessments or reviews at specified locations as directed. 2. Provide fire engineering support, guidance, and direction for projects and actions, including, but not limited to, Landlord Consents, Project Site Visits, and Project Plan review. 3. Offer fire training for site-responsible personnel as required under the appropriate lot to meet legislation, site requirements, and current system usage. 4. Perform assessments for Dangerous Substances and Explosive Atmospheres according to current regulations, company policies, or requirements, concurrently with other assessments to minimize site visits and reduce duplication. 5. Interface via API or manually with client systems to add actions from assessments undertaken or provide data in a set format. 6. Base all assessments on the Risk Base platform for record keeping and provide access to clients where needed.
