Summary of the contracting process

Harris Federation procured general and specialist recruitment services through a permanent and contingent staffing framework for all existing and future academies in the Federation. The scope covers recruitment and personnel supply (CPV 79600000 and 79620000), delivered across the Federation’s academies and central teams. Twelve service areas are included: education leadership; permanent and fixed-term classroom teaching; short-term supply teaching; classroom support and pastoral roles; administration and operational roles; digital, data and technology; corporate functions; finance and audit; human resources; estates; executive search; and managed services for off-payroll contingent workers. The framework can also be used by UK public sector bodies including schools, academies, multi-academy trusts, colleges and universities. Harris Federation is the buying organisation, supported by Place Group as procurement agent.

The procurement is complete and awards were made on 14 November 2025 under an above-threshold open procedure. The framework was signed on 1 January 2026 and runs to 31 December 2027, with the open framework scheme capable of extending to 31 December 2033. Call-offs use direct award or mini-competition. Price is pass/fail, followed by quality weighted at 100%; bidders must evidence recruitment experience and recruitment routes. Successful call-offs attract a 0.75% levy excluding VAT.

Notice Description

Harris Federation has established a permanent and contingent (PerCo) recruitment Open Framework, procured under the Open procedure, to secure the provision of general and specialist recruitment services by preferred suppliers that support the staffing requirements of all existing, and future, academies within the Federation. This framework consists of 12 Lots. The call off options for the Client will be direct award, and mini competition. It is the Client's intention that call offs will take place via a specified platform. Suppliers that are appointed to the framework will be required to pay a Framework Levy for all call-off contracts they are successfully awarded under the framework, at a rate of 0.75% (excluding VAT) of the total value of the call off contract in question. The Framework shall be open for use by the following classifications of Contracting Authority throughout all administrative regions of the UK: UK public sector bodies, identified in detail in the URLs below (and any future successors to these organisations), which include schools, academies, multi academy trusts, RBCs, DfE school buying hubs, colleges, universities.
