Summary of the contracting process

Norfolk County Council has successfully proceeded through the competitive flexible procurement method for the "Asbestos Management" contract, completing the process with an award stage. The council, recognised as a sub-central government public authority, sought asbestos management services for its properties located in the UK regions of UKH15, UKH16, and UKH17. The awarded supplier, THE HAZARD MANAGEMENT & ENVIRONMENTAL SERVICES LABORATORIES LIMITED, is contracted from 1 March 2026 to 28 February 2029, with potential extensions up to February 2031 contingent upon performance and operational needs. This services procurement is valued nominally at £190,020 gross over a five-year term, demonstrating flexibility for contractual modifications based on the council's portfolio changes. The award was confirmed on 21 January 2026.

The procurement contract presents substantial growth opportunities for businesses with capabilities in asbestos inspection, risk assessment, sampling, removal, and testing. It specifies that suppliers must ensure compliance with current regulations, opening avenues for companies proficient in environmental compliance and health safety standards. SMEs were particularly encouraged, as indicated by the competitive nature of the tender process, which witnessed multiple bids at its final stage, with a focus on quality and price. This contract is apt for businesses specialising in hazardous material management and offering comprehensive risk mitigation solutions, presenting them with a chance to expand service portfolios and reaffirm expertise in public sector projects.
