Summary of the contracting process

Cornwall Council commissioned domestic abuse community support services across Cornwall on behalf of the Safer Cornwall Partnership. The requirement was divided into three services. Lot 1 covered a domestic abuse helpline, independent domestic violence adviser support, health and primary care advocacy, drop-in provision, trauma stabilisation, assertive outreach for people with multiple vulnerabilities, and peer mentoring and volunteering. Lot 2 covered one-to-one and group recovery and therapeutic support, trauma stabilisation and processing, behaviour-change interventions for people who use abuse, psychoeducation, and peer mentoring for adults and children. Lot 3 covered domestic abuse awareness training, e-learning, face-to-face delivery, train-the-trainer approaches, communities of practice, and healthy-relationships education in primary, secondary, alternative and non-mainstream settings. Providers were expected to collaborate on a single referral pathway.

This completed procurement used an above-threshold open procedure under the light-touch regime. Awards were made on 20 November 2025. Lot 1, helpline and advocacy, was awarded to The Women’s Centre Cornwall Ltd for £8,210,000 excluding VAT (£9,852,000 including VAT). Lot 2, therapeutic and recovery interventions, was awarded to Barnardo Services Limited and Barnardo’s for £7,016,670 excluding VAT (£8,420,004 including VAT). Lot 3, training and education, was awarded to Barnardo Services Limited and Barnardo’s for £1,500,000 excluding VAT (£1,800,000 including VAT). Each contract runs from 1 April 2026 to 31 March 2031, with options for extensions of three years and two years, giving a possible end date of 31 March 2036. All three contracts were signed on 1 April 2026.

This procurement demonstrates sustained demand from Cornwall Council for specialist domestic abuse services delivered through separate but connected service lines. Relevant competitors would need capability in helpline operation, independent advocacy, health and primary care support, trauma-informed practice, outreach, therapeutic and recovery programmes, behaviour-change work, and services for both adults and children. Lot 3 additionally required expertise in structured training, digital and face-to-face learning, train-the-trainer delivery, community practice and healthy-relationships education across different education settings. Credible providers would need to work collaboratively with other organisations, support a single referral pathway and contribute to an integrated county-wide service. The awards also show that both a specialist local voluntary-sector organisation and a large national voluntary-sector provider were considered suitable delivery models.

Notice Description

The Domestic Abuse and Sexual Violence (DASV) team is responsible for directly commissioning specialist domestic abuse and sexual violence services for Cornwall on behalf of the Safer Cornwall Partnership, to respond to the strategic priorities identified within the partnership Domestic Abuse and Sexual Violence Strategies. We use the Public Health Commissioning process to provide a shared understanding of local need, to develop our commissioning intentions, to inform procurement and to evaluate and review whether we are enabling victims, their families and children and those who engage in abusive behaviours to have their needs met effectively. Provision of Domestic Abuse Community Support Services, Cornwall Council will be the lead commissioner for these services on behalf of the Safer Cornwall Partnership. The opportunity will comprise of the following 3 lots and the maximum opportunity of this contract is a period of 10 years. Comprising of an initial 5 year contract term, which may be followed by up to two optional extension clauses, the first of which is 3 years and then a further for 2 years providing the maximum opportunity of 10 years. Lot 1 - Community Domestic Abuse Service - helpline and advocacy To include; * Provision of a Domestic Abuse helpline. * Independent Domestic Violence Advisor (IDVA) Service on a need led basis. * Health and Primary Care IDVA Services. * Drop-in services. * Trauma stabilisation experienced/ witnessed and/or been impacted by domestic abuse. * Assertive outreach for those with multiple vulnerabilities. * Peer mentoring and volunteering opportunities. Lot 2 - Community Domestic Abuse Service - recovery and therapeutic support To include; * Recovery and therapeutic support programmes delivered via both 1:1 and group support including trauma stabilisation and trauma processing for those impacted by domestic abuse adults and children. * Behaviour change and interventions (abusive person) programme (for adults and children). * Trauma stabilisation interventions for those who have experienced/ witnessed and/or been impacted by domestic abuse. * Peer mentoring programme * Psychoeducational interventions for adults and children affected by Domestic abuse. Lot 3 - Domestic Abuse Training and education To include; * Awareness raising and training in settings, including E-learning, face to face packages , train the trainer approaches and communities of practice. * Healthy Relationships education programmes in primary, secondary, alternative provisions and those unable to engage in mainstream education. Please Note Each lot will contribute to a wider overall specification, where individual lots are being delivered by different providers there will be an expectation that a co-delivery approach will be taken to deliver a robust single point of access referral pathway and providers will work collaboratively across the piece to deliver the wider service as a whole.
