Cornwall Council is conducting a soft market assessment to gain an understanding of the potential options for a comprehensive E-tendering and Contract Management system. This is to fulfil the compliance requirements of the Procurement Act 2023, enhance our current e-tendering functionality and introduce central oversight of contract management. This would need to include management of social value, performance reporting and full integration with the Central Digital Platform (CDP) for automated data sharing. With a provision of service desk support for buyers and suppliers. It is intended that the responses supplied will enable the Council to develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment, suppliers will not be assessed or evaluated, and no contract will result from completion of this document.
