Summary of the contracting process

The Westminster Foundation for Democracy Limited procured IT consulting, software development, support and information-management services for its core Microsoft 365 systems. The work covers continuous improvement and maintenance of SharePoint, Power Apps, Microsoft Dynamics Business Central and Azure, together with development of additional modules for a Power Apps-based programme delivery solution. The purpose is to improve the design, delivery and reporting of democracy-support programmes, organisational effectiveness, performance monitoring and implementation of the foundation’s Data Strategy. The technical environment includes Microsoft Dataverse, three Canvas Apps, five Power BI reports and an Azure Function using Python. Around 220 users hold Power Apps and Power BI licences. Delivery is in the United Kingdom.

The procurement is complete and one supplier, ElysianIT Limited, was awarded the contract on 17 September 2025 under a below-threshold open competition. It covers one lot and was reserved for UK small and medium-sized enterprises, voluntary, community and social enterprises. Evaluation used written submissions followed by interviews with shortlisted bidders. The active contract runs from 1 October 2025 to 31 March 2027 and is valued at £210,000 gross. A single-supplier closed framework was established without reopening competition, with case-by-case assignments for similar development, support, maintenance and advisory services. An amendment is proposed from 4 August 2026, raising the estimated value to £231,000 gross without materially changing the scope.

This requirement is relevant to suppliers that can combine Microsoft low-code development with managed support and strategic technology advice. Credible competitors would need practical expertise in Power Apps, SharePoint, Microsoft Dynamics Business Central, Azure and Microsoft Dataverse, including development and deployment of secure, user-friendly and well-documented modules. The initial development themes indicate a need for work-planning, budget and forecasting integration, results-framework and KPI tracking, audit trails, and outcome monitoring. Experience supporting Microsoft 365 information systems, resolving incidents, improving performance and translating evolving requirements into functional components would be valuable. Suppliers should also be able to work with Power BI reporting, Azure Functions using Python, programme data and organisational data strategies, while supporting a user base of several hundred people.

WFD is seeking a reputable supplier to provide sustained support and continuous improvement of its core information management systems. These systems enable the design, delivery, and reporting of democracy support programming across the organisation. The objective of this engagement is to enhance WFD's digital infrastructure through the development of additional modules within WFD's Power Apps-based programme delivery solution and the provision of expert support across SharePoint, Power Apps, Microsoft Dynamics Business Central, and Azure. This work will contribute to the strengthening of organisational effectiveness, improving programme performance monitoring, and the implementation of WFD's Data Strategy. The scope of this engagement includes but not limited to: Supporting the maintenance and continuous improvement of WFD's Microsoft 365-based information systems, including but not limited to Power Apps, SharePoint, Dynamics Business Central, and Azure. Further specifying and developing a set of pre-identified modules for WFD's Power Apps-based programme delivery application. Collaborating with WFD to refine existing requirements and translate these into functional system components. Providing advisory input into WFD's broader systems development roadmap and Data Strategy Ensuring secure, user-friendly, and well-documented development practices. WFD's target infrastructure uses Microsoft Dataverse and includes three Canvas Apps, five PowerBI reports, and an Azure Function app that uses Python. WFD has approximately 220 users licensed for PowerApps and PowerBI.
