Summary of the contracting process

Norfolk County Council, a sub-central government public authority located in Norwich, United Kingdom, has completed the procurement of consultancy services for a "Local Government Reorganisation Neighbourhood Model Consultancy" project. This falls under the business and management consultancy services category, with delivery in regions UKH15, UKH16, and UKH17. The procurement stage is now complete, following a limited competition method due to the project being below the financial threshold. The contract was signed on 1 July 2025, and the work is scheduled to be carried out between 9 July 2025 and 26 September 2025. The final proposal for the government reorganisation is due by 26 September 2025, which is expected to help inform a decision for a preferred unitary authority model in Norfolk.

This tender provides a substantial opportunity for consultancy firms specialising in local government operations, public sector restructuring, and community development. The project will involve developing a robust, evidence-based model that highlights the benefits, costs, and risks associated with the proposal, making it ideal for businesses with expertise in these areas. Large firms or those with significant experience in strategic consultancy, especially in supporting local authorities, would have been well-positioned to leverage such opportunities for growth through this engagement.

Local Government Reorganisation Neighbourhood Model Consultancy

Notice Description

Norfolk County Council has commissioned an advisor to support the development of a key element of its full proposal for Local Government Reorganisation, in response to the Government's invitation to submit proposals for new unitary authorities. Following the submission of an Interim Plan in March 2025, the Council is now progressing detailed work to shape its final proposal, due by 26 September 2025. To support the next phase, the Council has appointed an advisor to co-develop the place leadership, neighbourhood, and community elements of the proposal. The advisor will be expected to deliver a robust, evidence-led model or framework, supported by case studies, an equalities impact assessment, and a clear articulation of benefits, costs, and risks.
