Summary of the contracting process

The procurement concerning the Non-Emergency Patient Transportation Service (NEPTS) for NHS Herefordshire and Worcestershire Integrated Care Board, which began on 1st April 2020 for a five-year term, has undergone a contract modification effective from 1st April 2025. This service is classified under "Ambulance services" within the CPV industry classification system. Spanning the counties of Herefordshire and Worcestershire, along with central areas of Powys, the service falls under the scope of the Health Care Services (Provider Selection Regime) Regulations 2023, indicating an exemption from the typical Public Contracts Regulations. Managed by the NHS Herefordshire and Worcestershire Integrated Care Board, the buyer, this modification to the contract, originally awarded to EZEC Medical, trading as EMED Group Limited, incorporates additional services without altering the principal contract's nature.

This tender offers expansive opportunities for those businesses proficient in healthcare logistics, transportation, and patient care services, especially those capable of adapting to regulatory frameworks such as the Provider Selection Regime. Companies with the infrastructure to provide patient-transport solutions akin to ambulance services may find aligning with this contract particularly beneficial. The procurement method involved a competitive process under the Light Touch Regime, suggesting that other similarly structured procurements might provide further openings for growth and partnership within the NHS framework. Given the pivotal location in the UK Midlands and the enduring demand for non-emergency transport services, businesses positioned in this space could potentially benefit significantly.
