Summary of the contracting process

Thames Water Utilities Limited has established a Major Projects Framework for developing and delivering major water and wastewater capital projects across its operational area in London and the South East. The framework covers project-specific pre-construction services, engineering, construction, and associated works, goods and services. Nine supplier appointments are recorded, each with an award value of £4 billion: BAM Nuttall; Barhale; Costain; a joint appointment of Ferrovial Construction (UK), Cadagua and Binnies UK; J. Murphy & Sons; a joint appointment of Taylor Woodrow Infrastructure and Amentum Enterprise Asset Solutions; Galliford Try; Kier Infrastructure and Overseas; and Mott MacDonald Bentley. The award date was 23 October 2026. The framework is scheduled to run from 4 November 2026 to 31 March 2030, with possible extensions to 31 March 2035. Technical and commercial criteria were weighted 60% and 40%.

This framework demonstrates continuing demand from Thames Water for major water and wastewater capital delivery across its operational area. A credible future competitor would need to show the capacity to deliver complex infrastructure projects, spanning pre-construction planning, engineering and construction, and to manage project-level call-offs within a multi-supplier framework. The selection process assessed core capability, supply-chain strength, health, safety and wellbeing, and environmental sustainability; tender evaluation also covered programme delivery, risk and commercial management, collaboration, innovation and continuous improvement. Appointments include major construction businesses and a consortium combining construction, water engineering and infrastructure expertise, indicating that both broad delivery capability and complementary partnership models were successful. Suppliers should be able to evidence robust financial standing, insurance, health and safety performance, dependable supply-chain management and strong environmental practice for work across Thames Water’s service area.

Notice Description

Thames Water Utilities Limited intends to establish the Major Projects Framework following a competitive procurement procedure. The framework is intended to support the development and delivery of major water and wastewater capital projects across Thames Water's operational area during Asset Management Period 8 (AMP8), with provision for use during AMP9 subject to the framework terms and applicable approvals. The framework will provide a route for the award of project-specific contracts covering pre-construction services, engineering, construction and associated works, goods and services. Individual project contracts will be progressed in accordance with the framework's call-off arrangements and relevant project approvals. This notice concerns the intended framework appointments.

Renewal: Thames Water envisages that the contract will be awarded for an initial term of 7 years with options to extend by 1 year or longer, up to a maximum overall term of 9 years, 3 months and 20 days.
