Summary of the contracting process

Leeds and York Partnership NHS Foundation Trust, trading as the North of England NHS Commercial Procurement Collaborative (NOE CPC), intends to establish the Total Technology Solutions II framework for the NHS and wider UK public sector. It will provide a compliant route to buy non-clinical ICT hardware, software and related services, either separately or combined into complete technology solutions. The scope is associated with computer networking and covers a broad range of technology products and services. Delivery is across the United Kingdom. This procurement is at the planning stage: NOE CPC has set out its intention to run an open competitive procedure under the Procurement Act 2023 and establish an open framework agreement. A tender notice is expected on 31 December 2026; this is an indicative publication date, not a response deadline. The planned framework contract period is 1 January 2027 to 1 January 2035. Its estimated value is £2.2 billion excluding VAT, or £2.64 billion including VAT. The procurement is above the relevant threshold and is currently structured as one lot. Market engagement has taken place, including a second preliminary engagement exercise, and suppliers have been invited to comment on the proposed framework strategy before the tender notice is issued.

The framework is intended to suit technology suppliers across the market, from small and medium-sized enterprises and voluntary, community or social enterprises to large enterprises, original equipment manufacturers and value-added resellers. It may suit businesses able to supply non-clinical ICT hardware, software, networking products, technology services or integrated solutions to NHS and wider public sector customers. Suppliers should prepare to identify the solution categories, from SC1 to SC24, that match their capabilities and likely bidding interests. Businesses should review the proposed framework structure and commercial strategy, consider any questions or observations they wish to raise, and register their organisation and administrator on the Central Digital Platform before the tender stage. The buyer is seeking market feedback to refine its final procurement planning.

NOE CPC intend to issue a tender under the Procurement Act 2023 to establish an open Framework following the open competitive procedure procurement route. The Total Technology Solutions 2 Framework will offer the NHS and wider UK public sector, a compliant route to market for the purchase of ICT products and services across the categories of non-clinical hardware, software and services, both in isolation or in any combination as part of a complete solution. It has been designed to be accessible to all types and size of supplier including OEM's, VaR's, SME's and large enterprises. Prior to issuing a Tender Notice (UK4), NOE CPC are issuing this Preliminary Market Engagement Notice (UK 2) to inform the market of this upcoming opportunity and to provide potential bidders a final opportunity to review the proposed framework approach and raise any comments, observations or questions regarding the procurement strategy. This is the second pre-market notice issued in relation to the forthcoming Total Technology Solutions 2 Framework and it's purpose is to provide an overview of our planned strategy for the procurement of the new Framework.
