Summary of the contracting process

The tender initiated by Ards and North Down Borough Council pertains to the redevelopment of Bangor Marina and Harbour Wetside Facilities, as part of the broader Bangor Waterfront Redevelopment project. This significant undertaking is aimed at transforming Bangor into a top-tier destination within Northern Ireland, by enhancing its marina and harbour facilities. The project focuses specifically on wetside structures, which include pontoons and service connections. The procurement approach is a selective, competitive flexible procedure, consisting of a participation stage followed by an invitation to tender. The deadline for expression of interest is set for 9th June 2026, with the contract award period expected to conclude by November 18th, 2026. The Marina, located in Bangor on Quay Street, is a central attraction within a widely accessible area in Northern Ireland, enhancing both local and international marine tourism.

This tender presents a substantial opportunity for businesses, particularly those specialising in marine construction and consultancy services. With a projected contract value of approximately £800,000 to £960,000, there is a significant scope for small and medium-sized enterprises (SMEs) to engage, provided they demonstrate the necessary economic and technical capacities. The procurement is structured to favour quality and social value, alongside competitive pricing, offering an avenue for innovative and sustainable business solutions. Companies with capabilities in marine installations, construction project management, and civil engineering consultancy will find this project well-suited to their expertise, thereby fostering potential growth and expansion within the vibrant regional development framework.

Notice Title

ANDBC Appointment of an Integrated Consultancy Team for the Redevelopment of Bangor Marina and Harbour Wetside Facilities under Bangor Waterfront Redevelopment

Notice Description

The Contracting Authority is developing a long-term vision for the Redevelopment of Bangor Waterfront. The vision is to turn Bangor into a 'destination of choice', as a place to live, work, visit, study and invest, through a series of interconnected developments and experiences along Bangor Waterfront. In partnership with Belfast Region City Deal, the Department for Communities and key stakeholders, Ards and North Down Borough Council is progressing plans to redevelop a 2 mile stretch of Bangor Waterfront between Skippingstone Beach (near Pickie Fun Park) and Banks Lane, Ballyholme to re-establish Bangor as a thriving seaside location and prime visitor attraction in Northern Ireland. The Redevelopment of Bangor Marina and Harbour Wetside Facilities was one of the constituent projects within the Bangor Waterfront Redevelopment programme recommended within the outline business case. Therefore, the services required under this contract are for the design and delivery of the Redeveloped Marina and Harbour Wetside Facilities. Bangor Marina and Harbour is located on the southern shore of Belfast Lough, within the city of Bangor, County Down. Bangor is Northern Ireland's third largest urban settlement, with an estimated catchment population of approximately 170,000 within a 20-minute drive and around 475,000 within 30 minutes. In May 2022, the town was granted City status as part of the Queen's Platinum Jubilee Celebrations. Situated at the heart of Bangor's seafront, the Marina is one of Northern Ireland's premier marine leisure facilities, with an established reputation as a Blue Flag and 5-Gold Anchor award-winning marina. It acts as a gateway for domestic and international vessels arriving into Northern Ireland and is a central feature of Bangor's visitor offering and waterfront identity. The redevelopment site for this project is focused solely on the wetside infrastructure of the marina and harbour, including (but not limited to) pontoons, berthing systems, service connections, access routes and associated in-water infrastructure. Please note that landside buildings, operational facilities and the surrounding public realm do not fall within the scope of this project and are being progressed separately under the Urban Waterfront and Public Realm (UWPR) project, also funded through the Belfast Region City Deal. The site is located at Bangor Marina, Quay Street, Bangor, BT20 5ED.
