Summary of the contracting process

Cambridge City Council is planning a replacement contract for energy-efficiency and planned-maintenance works to council homes in Cambridge. The scope combines retrofit design and delivery, including PAS 2035:2023 retrofit assessment, design, coordination and evaluation, together with planning applications and party wall agreements. Works may include internal and external insulation, cavity-wall insulation, renewable-energy installations, low-carbon heating such as air-source heat pumps, replacement doors and windows, ventilation, roof and structural works, asbestos removal, and associated changes to services, finishes, landscaping and fencing. The contract is intended to support continued delivery of energy-efficiency improvements and maintenance, using a combination of council funding and external grant funding, including the Warm Homes: Social Housing Fund.

This procurement is at the planning stage and is not an invitation to tender. Cambridge City Council expects to use a Competitive Flexible Procedure, with price weighted at 30% and quality at 70%. A supplier engagement event is planned online for 4 August 2026 at 14:30, with written questions also invited; suppliers intending to attend were asked to register by 21 July 2026. Tenders are expected to be issued in September 2026, with shortlisting around November 2026 and contract award anticipated in January 2027. The planned contract is for one provider, starting 1 February 2027 for three years, with an option to extend by two years, to 31 January 2032. Its estimated value is approximately £15 million per year, with a total estimated value of £75 million excluding VAT (£90 million including VAT).

The planned contract will suit established energy-efficiency, retrofit and building-maintenance providers able to deliver a broad, integrated programme rather than a single trade package. Relevant capability includes PAS 2035:2023-compliant retrofit assessment, design, coordination and evaluation; insulation, renewable energy and low-carbon heating installation; roofing, ventilation, structural, electrical, plumbing and external works; and asbestos removal. Suppliers should also be able to manage planning applications, party wall agreements, grant-funder information, resident-facing coordination and reinstatement of affected fixtures and landscaping. The buyer has indicated that small and medium-sized enterprises may be suitable. Firms considering participation should assess how they would evidence strong quality across this multidisciplinary scope, alongside sufficient delivery capacity for council homes and experience managing publicly funded retrofit programmes.

Notice Description

The current contract for the provision of energy efficiency and associated planned maintenance works to Council homes is due to expire in March 2027. It is proposed that the Council undertakes a procurement exercise to award a replacement contract so that service delivery may continue uninterrupted at the end of the current contract. The proposed services / works to be covered by the new contract are as follows: * PAS 2035 Services including Retrofit Assessment, Retrofit Design, Retrofit Coordination and Retrofit Evaluation, in accordance with PAS 2035:2023 * Production and submission of planning applications * Production and coordination of party wall agreements * Coordination with the council to provide information to external grant funders - currently DESNZ under the Warm Homes Social Housing Fund, Wave * External and internal insulation works, including to walls, floors, lofts and roofs and below damp proof course (DPC) * Cavity wall insulation, including removal and replacement of failed insulation * Installation of renewable energy installations * Installation of low carbon heating systems , including Air Source Heat Pumps * Replacement doors, windows, canopies and window trickle vents * Installation of new or replacement mechanical ventilation and door undercuts * Rainwater goods facias, soffits and chimney works * Internal and external finishes related to insulation works * Alterations and adaptations to servicing infrastructure, including meter boxes, cabling, pipework, flues and airbricks * Temporary removal, relocation and reinstatement of satellite dishes and other external wall fixtures * Roof repairs, roofline alterations, or re-roofing, including bay window roof insulation * Structural works, internally or externally as required * Alterations to soft and hard landscaping, including resurfacing as necessary * Alterations to fencing as necessary * Asbestos removal It is anticipated that a single provider replacement contract will be awarded to cover all the services over a period of three (3) years with an option to extend the contract by a further two (2) years. The estimated budget for the future contract is approximately PS15m per year. The contract value comprises a combination of Council funding and external grant funding, currently under the Warm Homes: Social Housing Fund Wave 3 which expires in 2028. Further grant funding will be sought if made available. It is intended to procure the service using a Competitive Flexible Procedure that complies with current procurement legislation. The weightings are Price 30%; Quality 70%. We would expect all bidders interested to make price and quality submissions, of which up to 10 candidates will be shortlisted following a first round of Quality only evaluations. These 10 shortlisted tenders will undergo a full assessment for quality and price to identify up to the top 5 submissions. If there is a clear preferred bidder, we will appoint at this stage. If there is no preferred bidder we may undertake an additional round of interviews. Tenders are expected to be issued in September 2026. Shortlisting is expected to take place around November 2026. Contract award is anticipated in January 2027.
