Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) bought glue sticks for educational and office use, covering YPO-branded products and other brands. The three product groups are YPO-branded glue sticks, premium-quality heavy glue sticks (Range 1), and premium-quality glue sticks (Range 2). This is a goods supply arrangement: products are delivered as stock to YPO’s warehouse in Wakefield, for onward supply to its customer base; suppliers do not deliver directly to customers. The requirement serves a broad market, from early years and schools through to higher education and non-education customers. The goods are office supplies and educational equipment (CPV 30192000 and 39162000).

The procurement is complete and awards have been made through an open procedure for a framework agreement. Hainenko Limited was selected for YPO-branded glue sticks; Henkel Limited for premium-quality heavy glue sticks (Range 1); and BIC U.K. Limited, Newell Brands UK Limited and Edding (U.K.) Limited for premium-quality glue sticks (Range 2). Each lot is recorded at £20 million excluding VAT (£25 million including VAT); these are separate lot values and are not a combined total. The award date recorded for each lot is 10 September 2026. The framework is scheduled to run from 2 November 2026 to 1 November 2028, with two possible 12-month extensions, to a maximum end date of 1 November 2030. Bids were due by 12 June 2026. Evaluation weighted cost, product quality, delivery and customer service, and social value or sustainability; the weightings differed by lot.

This award shows demand for a substantial, multi-range supply of glue sticks through YPO’s warehouse-based distribution model. Suppliers competing for comparable requirements would need dependable product supply across standard YPO-branded and premium ranges, with the ability to serve education and non-education customers. Planning Information

YPO are looking to start pre market engagement for the provision of Glue Sticks to be stocked in the YPO warehouse in Wakefield (WF2 0XE) for delivery to our customer base. All items will be stocked in YPOs warehouse and there will be no direct delivered to customer items. YPO intends to close the preliminary market engagement by the 01/08/2025. YPO are looking to find the standard product ranges available in the market to allow us to build the product specifications for each proposed lot. YPO require detail of ranges that can be offered by providers for specific markets Eg Glue Sticks across YPO Branded and non-YPO Branded. (YPO require providers that can offer full ranges of product to meet the needs of the customer base from Early Years through to Secondary and higher education and non-education). YPO are looking for your social value / sustainability offering to support your product ranges. YPO reserves the right to not commit to advertising this tender if we do so wish.
