Summary of the contracting process

The Harris Federation, an educational charity managing 54 academies in London and Essex, recently completed a selective procurement process to outsource cleaning services across 13 schools and its Head Office. The tender process, which followed a Competitive Flexible Procedure, involved multiple lots under a structured two-stage approach, enabling suppliers to submit final bids. The procurement, dated 1st July 2026, addressed cleaning requirements for various school facilities under a three-year contract with options for two annual extensions. Key activities included regular and deep cleaning exercises to support educational operations, adhering to strict schedules and safeguarding policies across multiple locations in the United Kingdom.

This procurement opens substantial opportunities for businesses in the cleaning services sector, particularly those with expertise in managing large-scale educational facilities. Companies with strong logistic capabilities, an emphasis on health and safety compliance, and the ability to supply and manage cleaning consumables are ideally positioned to benefit. The variety of services required—ranging from daily to deep cleaning—offers flexibility for growth within the sector, attracting larger corporations such as Bidvest Noonan (UK) Limited, Atlas Facilities Management Limited, and OCS Group UK Limited, which were successful in securing contracts across different lots, serving diverse geographic regions within the UK.
