Summary of the contracting process

Leicestershire County Council commissioned an independent evaluation of its Teen Health Service, the non-clinical service for young people aged 11 to 19 in Leicestershire. The wider Healthy Child Programme provides prevention and support for children, young people and families, including support up to age 25 for young people with special educational needs or disabilities. The evaluation examines the service’s effectiveness, efficiency and impact on adolescent health and wellbeing, whether it is meeting its objectives, and recommendations for future development. This is a research and evaluation consultancy requirement, including market and statistical research services. Delivery is in Leicestershire, with the council’s Children and Family Services department as the service owner and buyer.

The procurement is complete and the contract was awarded to the Association for Young People’s Health (AYPH). It followed a below-threshold open competition. There was one lot, with a gross value of £78,000 (£65,000 excluding VAT). Evaluation gave quality 90% and price 10%. The contract was signed on 31 August 2025 and runs from 1 September 2025 to 31 August 2026. The council may extend it once for six months, to a maximum end date of 30 April 2027. The tender deadline was 11 August 2025 at noon, and the enquiry period ended on 5 August 2025 at noon. The requirement was identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This award shows demand from Leicestershire County Council for evidence-led evaluation of adolescent public health services, rather than for frontline clinical delivery. Suppliers well placed for a future requirement would need experience designing and delivering independent service evaluations, assessing effectiveness, efficiency, outcomes and impact, and turning findings into practical recommendations for service development. Relevant capability includes research with young people, families and partner organisations across health, education and children’s services; quantitative and qualitative data collection and analysis; polling, statistics and outcome measurement; and clear reporting for public-sector commissioners. A credible competitor should understand services for 11-to-19-year-olds, including health and wellbeing support and the needs of young people with special educational needs or disabilities. The strong quality weighting indicates that methodological strength and relevant expertise would matter more than lowest price.

Notice Description

he Healthy Child Programme (HCP) aims to bring together health, education and other partners to deliver an effective programme for prevention and support. The programme provides universal support to children, young people and their families aged 0 - 19 years and up to the age of 25 years for young people with Special Educational Needs and / or Disabilities (SEND). In December 2021, commissioning of the 0-19 Healthy Schools Programme (HCP) was split into a 0-11 service and an 11-19 service for Leicestershire and Rutland. The 0-11 service contract was awarded to Leicestershire Partnership NHS Trust (LPT) and is locally known as Healthy Together. The 11-19 service is being delivered by the Children and Family Services department as a non-clinical service at Leicestershire County Council. The 11-19 service is now known locally as 'Teen Health' and has been operational since January 2023. Similarly, the 11-19 service for Rutland was brought in house within Rutland County Council initially within Children services. Now that the service has been operational for over two years, we are keen to assess the effectiveness, efficiency, and impact of the Teen Health Service in delivering key public health outcomes for adolescents. The evaluation will focus on the service's contribution to improving health and wellbeing among young people, the achievement of service objectives, and recommendations for future service development.
