Summary of the contracting process

The contracting process led by Leicestershire County Council is focused on providing targeted and tailored 1:1 or small group support to children and young people in care within Leicestershire. The procurement is part of the Education of Children in Care Service and is organised into two key lots: Lot 1 for academic support, targeting those who have fallen behind in core or EBacc subjects, and Lot 2 for therapeutic support and cultural activities aimed at promoting emotional and social well-being. The procurement method employed is an open competition, under the 'Below threshold' category, highlighting a transparent and accessible process. The process commenced with a tender tagged on 15 July 2025, and the contract awards were finalised on 23 January 2026, with the services initiated on 11 September 2025. The contracts are active and run initially for two years with options for extensions up to 2029.

This tender creates substantial business opportunities, particularly for SMEs (small and medium enterprises) and organisations within the voluntary, community, and social enterprise sectors. Companies specialising in education and training services, mental health support, and cultural activities would be well-suited to compete due to the specific focus on academic and therapeutic support. The variety of awarded suppliers, including entities like Aspire and Thrive, Bangladesh Youth and Cultural Shomiti, and The Anna Freud Centre, reflects a diverse and accessible opportunity for businesses with innovative solutions and a commitment to improving the quality of education and support services for youth in care. The contractual structure also allows for sustained business growth over an extended period given the multiple renewal options based on ongoing performance and available funding.
