Summary of the contracting process

The procurement process involves NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, seeking a contract for "Combined Heat Power Maintenance" in the public authority-central government sector. The process, located in Cardiff, United Kingdom, involves a direct procurement method with Clarke Energy Limited as the supplier due to their expertise with the existing Combined Heat and Power (CHP) system. The contract was initially awarded on 21st November 2025, and an amendment due to system degradation led to updates in July 2026. The procurement is currently in the contract amendment stage with significant changes scheduled to begin on 13th July 2026, and the contract period extends until 30th May 2027.

This tender presents substantial opportunities for businesses specializing in the maintenance of electrical distribution equipment, particularly those with deep expertise in Combined Heat and Power systems. Given the specialised nature and the experience required with older systems, firms comparable to Clarke Energy Limited, which originally implemented the system in 2008, may find lucrative opportunities in such direct award contracts, especially if they have a historical working relationship with similar systems. Companies that provide comprehensive repair and maintenance services in the energy sector may also benefit from closely monitoring such tender opportunities that require technical expertise and familiarity with end-of-life systems.

Notice Title

Combined Heat Power Maintenance

Notice Description

Cardiff and Vale University Health Board (CAVUHB) has had a contract in place for the last 16 years for a Combined Heat and Power (CHP) system. Whilst a decision is being made regarding a new system, a two-year operational and maintenance agreement has been put in place for the current system as this is essential for the running of all aspects of UHW.

Procurement Information

Clarke Energy implemented the CHP in 2008 and have since provided all associated maintenance for the system. Due to the complexity of the system and the fact it is nearing the end of life, only the original manufacturer have the relevant experience and knowledge to continue the maintenance.
