Summary of the contracting process

Kent and Medway Fire and Rescue Authority procured structural firefighting personal protective equipment (PPE) through the NFCC National Firefighter PPE project. The requirement covers specialist protective and safety clothing, including fire-brigade uniforms and industrial clothing made from coated or impregnated textile fabrics, for use by participating UK fire and rescue authorities. Delivery covers locations across the United Kingdom, as well as Jersey and Guernsey. Seven bids were received and four suppliers reached the final stage: Ballyclare Ltd, Eagle Technical Products Ltd, FlamePro Global Ltd and Sioen UK Ltd. The framework award value is £95,224,902.82 gross. The framework contract was signed on 9 July 2026 and runs from 10 July 2026 to 9 July 2034. It uses an open framework with up to four participants and reopening of competition for call-offs. Evaluation weighted quality at 70% and price at 30%; quality included written and technical responses and wearer trials. Participation involved legal, financial and technical capacity requirements, with electronic submission allowed in English.

This opportunity demonstrates sustained national demand for specialist structural firefighting PPE from suppliers able to serve multiple fire and rescue authorities across the UK and Crown Dependencies. The appointed suppliers were all SMEs, and the requirement was identified as suitable for SMEs and voluntary, community or social enterprises, although delivery at this scale requires credible manufacturing, supply-chain and service capacity. Relevant competitors would need demonstrable legal and financial standing, technical ability, and the capability to provide compliant protective clothing across a broad geographic area. Strong technical responses, effective wearer-trial performance and reliable pricing were central to selection. Operational credibility would also depend on dependable supply, accurate despatch and responsive service support, measured through annual delivery, despatch-error and first-time-call-resolution KPIs.

This is the Contract Details Notice for Lot 4 Structural Firefighting PPE on the NFCC National Firefighting PPE project 'Lot 4 (Structural Firefighting PPE)' relates to the provision of Fire Structural PPE, as set out within the Specification and Requirement document for this Lot. It is has been awarded to the top 4 successful suppliers have signed their respective Framework Agreement Participating Authorities will be able to enter into a Call-Off Agreement under the Framework Agreement following the call-off procedure. Access to the documentation can be obtained via https://ccaps.bluelightcommercial.police.uk/login/index.php As an open framework it is intended that it will have a maximum term of 8 years. It is anticipated that the successive frameworks will re-open as follows: in (i) July 2029 and (ii) between July 2032 and July 2033.
