Summary of the contracting process

Kent and Medway Fire and Rescue Authority procured Fire Structural Boots through Lot 6 of the NFCC National Firefighter PPE framework. It is an open framework with call-offs using reopened competition. Evaluation was weighted 70% quality and 30% price, including quality and technical responses and wearer trials. Suppliers needed to meet legal, financial and technical participation requirements.

The evaluation shows that product quality and technical performance carry substantially more weight than price, with wearer trials forming part of the assessment, so suppliers should be able to provide robust, compliant footwear for operational firefighter use and support practical testing. The framework route favours organisations able to supply multiple participating authorities through call-off competitions, manage dependable distribution and provide responsive after-sales support. Contract performance is measured through on-time, in-full delivery, first-time resolution of service support and despatch-error rates. SMEs were considered suitable for this lot.

Notice Description

This is the Contract Details Notice for 'Lot 6 (Footwear)' relates to the provision of Fire Structural Boots, as set out within the Specification and Requirement document for this Lot. It is has been awarded to the 7 successful suppliers for those that have signed their respective Framework Agreements ( please note that there are still 2 framework agreements left to be signed as of the publication date of this notice. Participating Authorities will be able to enter into a Call-Off Agreement under the Framework Agreement following the call-off procedure. As an open framework it is intended that it will have a maximum term of 8 years. It is anticipated that the successive frameworks will re-open as follows: in (i) July 2029 and (ii) between July 2032 and July 2033. These dates may be subject to change at the discretion of the Contracting Authority. Anyone wishing to take part should look for further notices to be published around these times.
