Summary of the contracting process

The Mayor's Office for Policing and Crime (MOPAC) is inviting tenders for the Pan London Domestic Abuse Perpetrator Intervention, focusing on health and social work services across London. The procurement process is currently in the planning stage, with a market engagement event that occurred in August 2025. This initiative is backed by the Home Office's Domestic Abuse Perpetrator Intervention Fund, expected to start in July 2026 with a contract value estimated at £2.6 million over a two-year period, potentially extending for another two years based on future funding determinations. The procurement method involves a service delivery model with a special regime termed "lightTouch," ensuring flexible engagement with potential suppliers for the programme aimed at addressing behaviour changes, providing support, and implementing preventive measures against domestic abuse.

This tender provides vital opportunities for businesses specialising in health and social services, particularly those with expertise in therapeutic interventions, social work, and multi-agency collaborations. Companies capable of innovating in behaviour change programmes, support for domestic abuse victims and perpetrators, and designing holistic service models will find significant growth prospects through this initiative. The Drive Project's emphasis on evidence-based interventions and partnership with police-led responses seeks suppliers adept in operationalising such programmes, setting a competitive yet rewarding context for seasoned businesses within the public sector service field.

Notice Information

Notice Title

Pan London Domestic Abuse Perpetrator Intervention

Notice Description

This market warming event will give details of the re-procurement of an intervention for high-risk DA perpetrators that will work as part of the pan-London Drive programme. The Drive Project is an evidence-based intervention aimed at preventing abusive behaviour by high-risk high-harm perpetrators of domestic abuse (DA) which combines one-to-one interventions with a police-led multi-agency response. This is achieved via 'disruption' (putting barriers and obstacles in place to prevent abuse form taking place), 'support' (addressing additional needs of the perpetrator, with accompanying specialist support for the victim) and 'behaviour change' (focused, 1-2-1 interventions to explicitly address the perpetrator's attitudes and behaviours).
