Summary of the contracting process

Cabot Learning Federation, a multi-academy trust based in Bristol, procured outsourced school cleaning services (CPV 90919300) for academies across Somerset, North Somerset, Bristol, South Gloucestershire and Gloucestershire. The requirement covers 38 existing sites, including primary and secondary academies, sixth-form and specialist education facilities, with a further new-build school at Ladymead Lane, Langford to be added during the contract. Somerset was awarded on 18 June 2026 for £2,369,233 gross; North Somerset, Bristol, South Gloucestershire and Gloucestershire were each awarded on 16 June 2026 for £2,369,230, £4,061,538, £3,384,615 and £1,015,384 gross respectively. Each award runs from 15 September 2026 to 31 August 2029, with options for three further one-year extensions, potentially to 31 August 2032. The open procedure used a competitive flexible, multi-stage process. Four bids were received for each lot. Evaluation covered cleaning delivery, management, people, service development, finance, social and added value, presentation, management-team confidence, cleaning standards and cultural fit, with quality and cost assessed for each lot.

This award demonstrates substantial, recurring demand for managed cleaning across a large multi-academy trust and shows that the buyer is willing to divide work geographically, allowing regional and multi-site cleaning businesses to compete for defined operating areas rather than one uniform footprint. A credible future supplier would need robust school-cleaning capability, dependable mobilisation across multiple academies and sufficient staffing, supervision and management capacity to maintain consistent standards across dispersed premises. Evidence of technical and professional ability would be important, alongside a commercially controlled service model and the ability to explain pricing clearly. Suppliers should also be able to demonstrate service development, financial resilience, social value and added-value commitments, present their approach confidently, and show that their culture and management arrangements suit an education environment.

Bidders may choose to bid for any number of Lots and as such, bids for each individual Lot will be evaluated (and the contract/s awarded) on their own merits, so bidders should submit their best price for each individual Lot, as no improved offers for award of multiple Lots to a single bidder will be accepted.
