Summary of the contracting process

The Submarine Delivery Agency is procuring Personal Location Transmitters (PLTs), formerly called Personal Locator Beacons, for use on all Royal Navy submarines. These are man-overboard identification and location systems intended to improve the chances of locating survivors after escape or abandonment in a distressed-submarine scenario. The requirement covers the supply of 2,132 PLTs, with provision for a further 1,192 units and ad hoc purchases through a tasking mechanism. This is a defence and security goods requirement managed by the Submarine Delivery Agency, based at MOD Abbey Wood in Bristol. Delivery is required in the United Kingdom. The procurement is suitable for small and medium-sized enterprises.

The procurement was completed through an above-threshold open procedure for defence and security goods. One lot was awarded to Marine Rescue Technologies Ltd for £1,306,399.60 excluding VAT (£1,567,679.52 including VAT), with the award dated 11 August 2026. The awarded contract period runs from 1 September 2026 to 1 September 2029, with two option years allowing extension to 1 September 2031. The original estimated value was £2,083,333 excluding VAT (£2,500,000 including VAT). Three bids reached the final stage, including two from SMEs. Evaluation weighted technical, non-cost quality at 70% and tender cost at 30%. Electronic submission was allowed in English, and the tender and enquiry deadline was 23 January 2026.

This award demonstrates a defined UK defence requirement for specialist personal location and survivor-location equipment used in submarine operations. A credible future supplier would need to provide reliable PLTs at operational scale, understand man-overboard identification and location in distressed-submarine scenarios, and demonstrate strong technical performance rather than competing on price alone. Experience supplying safety-critical, military or maritime communications and locating equipment would be relevant, alongside the ability to support the initial fleet requirement, optional additional units and ad hoc tasking. Suppliers should also be prepared to meet the economic and technical conditions associated with access to the Invitation to Tender and operate through the Authority’s electronic contracting and finance arrangements.

Notice Title

715409453 - Personal Location Transmitters (PLTs)

Notice Description

Personal Location Transmitters (PLTs), formerly referred to as Personal Locator Beacons (PLBs), are man-overboard identification and location systems carried on all Royal Navy submarines. They play a critical role in increasing the likelihood of locating survivors following an escape or abandonment during a Distressed Submarine (DISSUB) scenario. The Submarine Delivery Agency (SDA) has an operational requirement to procure PLTs. Under this contract, the SDA seeks to acquire 2,132 PLTs, with an option to purchase an additional 1,192 units during option years 4 and 5. The contract also includes a tasking mechanism that enables ad hoc procurement if required. The Platform Equipment Delivery Team (PEDT) will conduct a competitive process to assess, select, and award a contract for the delivery of PLTs to meet this requirement.

Planning Information

Personal Location Transmitters (PLTs), previously known as Personal Locator Beacons (PLBs), are a man overboard identification and location system which are carried on all Royal Navy submarines providing improved likelihood of survivor location following escape or abandonment in the event of a Distressed Submarine (DISSUB) scenario. The Submarine Delivery Agency (SDA) has a requirement to procure PLTs. Consequently, the Authority seeks to assess the commercial market’s capability to tender solutions that meet this future procurement need. This process will enable the Authority to plan activities effectively and may assist in shaping the future procurement strategy and defining the scope of the requirement.
