Summary of the contracting process

NHS England has led the procurement process for a project titled "Return to Midwifery Programme" to address the lack of a Return to Practice Midwifery programme in the East Midlands, thus facilitating a local and accessible route for qualified midwives to return to the profession. Categorised under education and training services, this initiative falls under the direct procurement method without competition due to its below-threshold nature. The University of Lincoln has been awarded the contract to develop and deliver the programme, commencing from 22nd September 2025 and ending on 22nd September 2026. The procurement process is currently at the Award stage, having been completed and signed on 30th July 2025. The programme will deliver its services in the United Kingdom, particularly boosting the midwifery workforce locally.

This tender presents substantial opportunities for businesses in the education and healthcare sectors, particularly those experienced in developing and delivering training programmes. Companies specialising in education services and healthcare training, especially those focused on midwifery and nursing training solutions, could benefit particularly from such opportunities. While the awarded contract directly involves the University of Lincoln, there may be further chances for subcontracting or collaboration, offering scope for growth to businesses looking to expand their contacts and influence within the public healthcare training market. Engaging with programmes like this could enhance a business's profile, allowing it to contribute to crucial workforce development within the healthcare sector.

Notice Title

Return to Midwifery programme

Notice Description

There is currently no Return to Practice (RTP) Midwifery programme available in the East Midlands, creating a significant barrier for qualified midwives who want to return to the profession but are unable to travel long distances or relocate. To address this gap, a new RTP Midwifery programme is being developed to provide a local, accessible route back into practice. Lincoln University will lead the development and delivery of the programme, supported by NHS England, which is funding a part-time Band 6 project lead to oversee its design. The course will include local clinical placements, enabling returning midwives to complete the 450 practice hours required by the Nursing and Midwifery Council (NMC) within nearby NHS Trusts. This initiative responds to clear regional demand and supports broader efforts to strengthen and grow the midwifery workforce.
