Summary of the contracting process

The Borough Council of Calderdale has completed the procurement process for a Highways Winter Service Framework, aimed at providing a 24/7 winter service from October to May. The procurement, which falls under the category of transport equipment and auxiliary products, covers locations primarily within the UKE44 region, including Halifax. This framework is divided into 7 lots, focusing on services such as carriageway salting, patrolling, and snow clearing. The procurement process was executed using a direct, below-threshold method without competition, emphasizing the urgent and specialized nature of the services required. Contracts for these services were awarded on 1st October 2025, with the framework contract effective until 30th September 2029.

This tender presents significant opportunities for businesses involved in winter services, transport equipment, and snow-clearing operations. Small and medium enterprises (SMEs), particularly within the local region, stand to gain from such frameworks due to their capability in delivering the required niche services rapidly and efficiently. Companies providing transport equipment, such as gritters and snowploughs, with trained operators, are especially well-suited to benefit. Engaging in this framework will not only provide immediate business but also foster long-term relationships with the Borough Council of Calderdale, enhancing business credibility and expanding market reach.
