Summary of the contracting process

Crescent Purchasing Consortium Limited established a UK-wide construction and capital works framework for public-sector clients. It covers new-build projects, refurbishment, remodelling and retrofit, planned and reactive maintenance, enabling and demolition works, and infrastructure and external works. The framework has been awarded and its contracts are signed. The awards were made on 3 June 2026, with contracts signed on 1 July 2026. The framework runs from 1 July 2026 to 30 June 2028, with up to three 24-month extensions, to a maximum end date of 30 June 2034. It is divided into 45 lots: nine contract-form options in each of five UK regions. Each lot has an awarded value of about £211.1 million; the framework was advertised at £9.5 billion over an eight-year term. Suppliers were appointed to each lot, including Seddon Construction, Aptus Construction, Esh Construction, Galliford Try, Graham, 7 Formation, Gallaway Construction and regional contractors. The competitive flexible procedure assessed economic and technical participation conditions, then evaluated price (30%) and customer requirements/quality (70%).

This framework demonstrates continuing public-sector demand for construction and capital works across education and wider public services, from smaller building projects to major new-build and infrastructure schemes. It is relevant to contractors able to deliver construction, refurbishment, maintenance, enabling or demolition work in a defined UK region, and to firms whose delivery model fits the relevant JCT or NEC contract route. The lot structure shows that SMEs and voluntary, community and social enterprises were considered suitable for the lots, alongside larger contractors; several SMEs were appointed, so competition was not confined to national firms. Credibility for future requirements will depend on demonstrating sound economic standing, technical ability, competitive pricing and a strong response to client requirements and quality. Framework call-offs can be made by direct award or further competition, including restricted competition, and carry banded framework fees of 0.75% to 1.5% on call-off invoices.

Notice Description

The Framework will provide fully compliant, flexible and streamlined access to pre-qualified construction partners for the delivery of capital works projects across the education and wider public sectors throughout the UK. It will support a broad range of new-build construction and refurbishment schemes from schools, colleges and universities to healthcare and civic infrastructure using a variety of standard forms of contract (including JCT and NEC) to suit employer preference. The Framework covers a full range of construction and infrastructure works, including but not limited to: - - New build projects across all parts of the public sector (e.g. education, healthcare, housing, civic, blue light) - Refurbishment, remodelling, and retrofit - Planned and reactive maintenance - Enabling and demolition works - Infrastructure and external works. The Framework has an advertised value of PS9.5billion over its 8-year term and covers projects of all values (there is no minimum or maximum value of project that can be procured through the framework). The Framework is designed to reduce procurement burden at call-off, enable regional and project specific delivery through a lotting structure, and ensure alignment with the Procurement Act 2023, National Procurement Policy Statement (NPPS), the Construction Playbook and Gold Standard principles.
