Summary of the contracting process

The London Borough of Hammersmith and Fulham has managed a vital procurement process concerning community equipment and assistive technology. Due to Nottingham Rehab Services (NRS) ceasing operations, a direct award was made to the London Borough of Harrow to ensure continuity of service. This award, valued at £648,726, falls under the category of goods, with delivery focused in the UKI3 region of the United Kingdom. The process was initiated to urgently provide necessary services to vulnerable residents, starting from 18 August 2025 and potentially extending to 31 July 2027, addressing needs during an unexpected supplier shortfall. The procurement was conducted as a direct award, emphasizing emergency cover without the opportunity for competitive tenders, and aims to maintain essential services until a longer-term solution is found.

This procurement exercise serves as a significant opportunity for businesses involved in the supply and management of assistive technologies and community equipment to demonstrate their capability in a critical market sector. Companies specialising in telecommunications and related equipment may particularly benefit, as the contract involves delivering these goods. It is primarily suited to larger organisations with the ability to rapidly scale and fulfil urgent requirements, gaining a foothold in public sector contracts and expanding their market presence in local government partnerships. This direct award highlights the importance of reliability and speed in response to unforeseen supplier issues, providing an entry point for firms aiming to engage with public sector clients.

Notice Title

Community Equipment - Assistive Technology

Notice Description

The London Consortium Community Equipment Framework, managed by the Royal Borough of Kensington and Chelsea and Westminster City Council, appointed Nottingham Rehab Services (NRS) to the framework in April 2023. 21 Local Authorities are part of the Consortium with the NHS responsible for between 60%-70% of the total contract spend. Hammersmith and Fulham entered a 'Call-off' agreement from the 1 April 2023 to 31 March 2028 from the above-mentioned framework to appoint NRS as the Council's supplier of Community Equipment. NRS also provide Assistive Technology and Minor Adaptations to H&F under a further call-off agreement from the same framework. NRS informed the consortium in July 2025 that it will be unable to continue to fulfil its contracts with effect from the 31st July 2025 owing to financial difficulties. Assistive technology is vital to ensure the safety of vulnerable residents. This direct award is essential to ensure emergency cover.

Procurement Information

The Councils current supplier, NRS informed the Council in July 2025 that it will be unable to continue to fulfil its contracts with effect from the 31st July 2025 owing to financial difficulties. The Company is now in liquidation. Assistive technology is vital to ensure the safety of vulnerable residents. This direct award is essential to ensure emergency cover. There has been no time to seek competitive tenders from the time we were informed of the business failure and the ceasation of service. The direct award will enable us to maintain essential services whilst we recommission the contract longer term.
