Summary of the contracting process

Transport for Wales is in the process of planning a procurement initiative for a Proof of Concept (PoC) project titled "Standards Mapping Digital Tool," intended to transition the organisation from being standards consumers to informed standards stewards. The process, which is currently in the planning stage, seeks to engage with potential suppliers capable of developing a structured methodology and digital tooling to manage operational standards. Transport for Wales operates under the Welsh devolved regulations, and the buyer's headquarters are in Pontypridd, United Kingdom. A market engagement milestone is scheduled to conclude on September 9, 2025, with responses from interested suppliers required by that date. Suppliers will need to express their interest and capability to deliver this PoC, as outlined in the invitation for engagement.

This procurement effort represents a significant opportunity for businesses specialising in compliance software packages and digital tool development aimed at operational standards. Small and medium-sized enterprises (SMEs) with experience in creating interactive, visual tools and metadata structures for complex data sets may find this opportunity particularly suited to their skill set. The contract period is slated to begin on January 1, 2026, with a total projected value of GBP 30,000 for the initial PoC phase, though this figure reflects amendments focused on exploring concepts, not the complete scale. Businesses participating in this market engagement can set the stage to influence future tender opportunities based on insights and relationships formed during this critical planning stage.

Design and implement a visual, navigable knowledge graph that captures the relationships, intersections, duplications, and gaps across these standards. Provide structured metadata and classification to support discoverability and traceability of requirements. Deliver strategic insight into where TfW may need to: Adopt, adapt, or retire existing standards, author or commission new standards to meet operational needs Deliverables: A functional, interactive knowledge graph platform or prototype Supporting database and documentation detailing the standards mapping process Executive summary report highlighting key findings, risks, and opportunities Recommendations for scaling the system post-PoC

Planning Information

TfW are seeking an expression of interest and written responses to a questionnaire from potential suppliers who have the capability to interpret, develop and present a proof of concept with the objective of developing a structured methodology and digital tooling that enable TfW to understand, evaluate and potentially author operational standards. As part of our project exploring this proof of concept, we are conducting market engagement to understand both the market and technology capabilities, this will then be explored via TfW Innovation Lab. Please note that this market engagement exercise is for information-gathering purposes and does not constitute a commitment to initiate a procurement process or award any contract. If your business aligns with the above, please email supplychain@tfw.wales with a short overview of your interest in this project and to request a questionnaire to be completed by 9th September 2025.
