Summary of the contracting process

Leicester City Council procured face-to-face Occupational Therapy Trusted Assessor learning and development services for staff across its Adult Social Care and Safeguarding Division. The provider develops and delivers training enabling staff who are not occupational therapists to recognise when equipment or minor adaptations could help people live safely and well at home. Training covers understanding the built environment in Leicester, identifying suitable adaptations and equipment, and arranging prescribed equipment and small modifications through a contractor. The scope includes 11 full training days for approximately 150 to 155 staff, delivered at local venues arranged by the Council. The provider must develop training resources, use appropriately qualified trainers, understand local needs, and ensure the training is culturally appropriate for Leicester’s diverse communities. This is a services procurement, classified under training services.

The procurement is complete and the contract was awarded to Flex360 Ltd on 24 July 2026. The award is active and covers one lot. Its value is £35,000 excluding VAT, or £42,000 including VAT. The awarded contract period runs from 24 November 2026 to 23 February 2027, with a scheduled signature date of 14 November 2026. Leicester City Council used a below-threshold open competition, with electronic submission allowed and an electronic auction used. The contract was evaluated on price at 60%, qualitative method statements at 30% and social value at 10%. Nine bids were received, of which seven reached the final stage; six final-stage bidders were SMEs. The procurement was below threshold and had a light-touch services regime.

This award demonstrates a defined requirement for specialist adult social care training combining occupational therapy knowledge, trusted assessor practice and practical adaptations advice. Suppliers seeking to compete for similar work with Leicester City Council would need to show they can design and deliver structured face-to-face learning for a sizeable multi-disciplinary staff group, rather than provide isolated technical instruction. Credible providers should have appropriately qualified trainers, experience translating equipment and minor adaptation guidance for non-specialists, and the ability to reflect local housing conditions and community needs. They would also need strong training-resource development, delivery planning across multiple full-day sessions, and evidence of culturally appropriate practice. The competition attracted SME participation, and the requirement was identified as suitable for SMEs and voluntary, community or social enterprises.
