Summary of the contracting process

The Maritime and Coastguard Agency bought 19 Iridium satellite communication terminals, together with airtime services, to provide resilient communications outside terrestrial networks during national or critical-infrastructure outages. The requirement covers both mobile and fixed terminals and associated telecommunications services, including press-to-talk capability. Delivery and service provision are for the United Kingdom. The equipment supports business continuity for a central government maritime and coastguard organisation. This is primarily a communications equipment requirement with an ongoing managed airtime and service element, rather than a general IT or conventional mobile-phone supply contract. The procurement is complete and was run as a single-lot open procedure. Bids closed on 10 October 2025, with award decisions due by 29 October 2025. ITC Global (UK) Limited was awarded the contract on 20 November 2025 for £85,699 excluding VAT (£102,838.80 including VAT). The contract was signed on 15 December 2025 and runs from 15 December 2025 to 14 December 2026, with two optional one-year extensions, up to 14 December 2028. The contract was later modified for additional devices, airtime and talk-group services: the modification is £43,449 excluding VAT, bringing the contract to £131,644 excluding VAT (£157,973 including VAT). Evaluation was quality 50%, price 40% and social value 10%.

This award shows demand for suppliers that can combine recognised Iridium dealership with the supply and support of fixed and mobile satellite terminals, airtime and press-to-talk services. A credible competitor would need to demonstrate reliable non-terrestrial communications for continuity during major outages, sufficient capacity to provide additional devices and service groups, and the operational support to maintain availability. The buyer also expects disciplined contract administration: a named point of contact, accurate itemised invoices, reporting of excess usage and outages, and delivery of social-value commitments. The competition attracted three bids, including one from an SME, so specialist smaller firms may be capable of competing where they can meet the dealer and service requirements.

Notice Description

The Maritime and Coastguard Agency (MCA) has tendered for the provision of 19 Iridium satellite communication terminals with airtime contracts to provision a resilient, non-terrestrial communication capability during a national or critical infrastructure outages. Please note that the awarded value excludes extension options, but these were taken into account as part of the whole life cost assessment in accordance with the ITT procedure set out.

Planning Information

Following a desktop exercise to identify potential suppliers, the MCA has already undertaken market engagement to establish budget costs, the availability of potentially suitable solutions and to determine the best approach to the procurement (open procedure). The MCA believes it now has sufficient insight into the supply market to go out to tender for our requirement.
