Summary of the contracting process

Network Rail Infrastructure Limited is initiating a procurement process called the "Wales & Western Property Maintenance Framework," aimed at engaging the market for a comprehensive maintenance framework across its property portfolio. This framework includes planned and urgent works, as well as cyclical maintenance and minor refurbishments, covering operational railway assets and commercial properties. The focus is particularly on involving small and medium-sized enterprises (SMEs) and specialist contractors through a dedicated "High Street" lot. The procurement is currently in the planning stage with key engagement activities such as completing a questionnaire by 29th August 2025 to shape the procurement strategy. The scope of works spans construction activities throughout regions such as Wales (UKL), South West England (UKK), and Greater London (UKI7), with the tender expected to be formally advertised by 3rd November 2025.

This tender offers significant opportunities for businesses specialising in construction and property maintenance to expand their operations by partnering with a prominent central government organisation. With the framework covering diverse services such as structural repairs, mechanical and electrical services, asbestos management, and emergency response, companies with relevant expertise stand to gain. Additionally, the creation of the High Street lot makes it particularly accessible for SMEs and Voluntary, Community and Social Enterprises (VCSE), allowing smaller businesses to compete and benefit from the investment of up to £30 million in asset enhancement across critical transportation infrastructure. Preparing ahead and participating in the initial engagement activities will ensure potential suppliers are well-positioned to cater to Network Rail's safety and operational continuity needs across its varied portfolio.
