Summary of the contracting process

The Ministry of Defence has announced a planned procurement process for "Project ATILLA", which falls under the category of all-terrain vehicles, and will be based at Army Headquarters in Andover, United Kingdom. This project is currently in the planning stage, with a future notice date set for 1st September 2025 and an expression of interest deadline on 26th September 2025. The procurement involves a significant investment with an estimated net value of £12 million, designated for the delivery and development of optionally crewed minefield breaching systems using in-service vehicles. The contract period is expected to start on 1st January 2026 and continue until 31st March 2028, with a possibility of extension until 30th March 2029.

The procurement method to be employed is a competitive flexible procedure, well-suited for businesses specialising in modular, autonomous vehicular technologies. Small and medium-sized enterprises (SMEs) that can provide up to six minefield breaching systems with the required capabilities stand a promising chance in this tender. This opportunity not only provides a pathway for SMEs to engage with central government but also helps them innovate in developing advanced ground vehicle systems, thus fostering business growth through collaboration with a prominent public authority. Interested suppliers must register through the Defence Sourcing Portal and ensure compliance with all technical and submission criteria to participate effectively.

Notice Title

Project ATILLA

Notice Description

1. Background. Under Project ATTILA, the Authority are seeking to de-risk and accelerate future procurement of an attritable, modular, autonomous, heavy payload UGV by exploiting current in-service vehicles within a time and cost bound contract. This contract seeks to procure and spirally develop an optionally crewed minefield breaching system based on WARRIOR, capable of being used in the UK and overseas by a Royal Engineer Unit. 2. SSUN. The Authority requires an optionally crewed attritable minefield breaching capability that can be spirally developed to de-risk and accelerate future procurement of a modular, autonomous, heavy payload Uncrewed Ground Vehicle. 3. The project is broken down into two concurrent phases to be placed under a single contract: a. Phase 1. Procurement of a Minimum Deployable Capability (MDC) of up to six optionally crewed systems based on an in-service donor vehicle (WARRIOR) with Front End Equipment (FEE) for use as a Battlegroup (BG) minefield breaching capability. b. Phase 2. Development and iteration of MDC to move from remote to autonomous operation and refine requirements for future UGV procurement. Please note, suppliers will be asked to confirm as part of their PSQ response that they are able to provide six optionally crewed minefield breaching systems able to generate a safe lane comparable to current in-service platforms (details to be provided as part of the PSQ). This section will be PASS/FAIL - suppliers who are unable to provide this capability in the timelines requested will be discounted from the competition.
