Southern Construction Framework (SCF-6)
Notice Description
Hampshire County Council and Devon County Council (the Authorities) will be re-procuring the Southern Construction Framework in early 2026. The fifth generation Southern Construction Framework currently in place is due to expire 1st May 2027. As with previous generations, this framework will predominantly support contracting authorities with construction delivery across the Southeast, Southwest and London regions, however the new framework will be open to all Public Sector Bodies in England should they wish to use it. It is intended to operate for all projects above PS1m and will be split into geographic and value-based lots. The previous generation had a framework cap of PS4.5bn with an anticipated workload of PS1.92bn over the 4 years it is set to operate. As of July 2025, SCF has achieved a workload of PS1.59bn (83% of turnover target at 54% of framework duration). It is anticipated that the SCF6 framework cap will be revised up to reflect both the performance and an increase in scope it covers. Southern Construction Framework 6 (SCF6) will be procured by Devon and Hampshire County Councils (the Authorities) in the next 18 months, due to go live from May 2027. We are keen to get early engagement from interested suppliers to help steer and shape our initial set of proposals for the market.
Planning Information
Market testing took place during September and October 2025 and included both a survey and one‑to‑one sessions with interested suppliers. This engagement activity concluded, and we received valuable insights and feedback as a result. The SCF team shared headline findings at the London engagement event held in January 2026, and these were also made available through the presentation slides published on In-tend following the event day. Building on the success of this London engagement event, we are now notifying interested suppliers of our planned SCF6 regional engagement days, in response to the high level of interest expressed for further regional sessions. These regional events will give local suppliers the opportunity to gain a deeper understanding of the proposed SCF6 design. We anticipate they will be highly informative and engaging sessions, and we strongly encourage attendance and participation to help shape the future direction of the framework. The SCF6 Regional Engagement Events are scheduled to take place on: South West Regional Event Date: Tuesday 10th March 2026 Location: County Hall Exeter, EX2 4QD Time: Arrival from 9:00 for 9:30 start. 11:00 finish. South East Regional Event Date: Thursday 19th March 2026 Location: Winchester, Ashburton Hall Time: 10am - 12pm These SCF6 events will be free to access and will not require a ticket, however booking of places is required to assist us in managing the event and should be actioned via In-tend correspondence as noted below. For avoidance of doubt no new information (beyond that presented in London) is intended to be shared at these regional events and a full Q&A document will be published at the end of the market engagement events. Booking Your Place: For further Information please go to the Council's e-tendering website https://in-tendhost.co.uk/hampshire In order to book a place at the event you must first register with In-Tend (if you have not already done so), search for project ref 'UN27073' and 'express an interest' in the project.
