Summary of the contracting process

NHS Norfolk and Waveney Integrated Care Board has awarded a contract for the Community Youth Work Offer, set to commence on 1st April 2026 and run until 31st March 2029. The procurement process was conducted via an open procedure under a light touch regime. This offering focuses on providing emotional wellbeing and mental health support to young people aged 11-18 within Norfolk and Waveney. The contract, valued at £850,000 annually, may allow for additional funding of up to £100,000 per year depending on demand and financial availability. The procurement reached its award stage on 19th January 2026, with the contract expected to be signed post-standstill period concluding on 28th January 2026. The service will focus on addressing health inequalities and supporting those not in educational settings, aiming to improve healthcare access for these target groups.

This tender presents significant business opportunities, particularly for organisations experienced in youth work and mental health support services. The contract necessitates provision of both individual and group support using innovative Youth Work approaches. Businesses adept at integrating services with existing NHS provisions, Local Authorities, and other stakeholders in health and social care will find this an ideal opportunity. With an annual agency allocation of up to £850,000 and a potential addition of £100,000, suitable enterprises—especially those catering to social and emotional support for youths—can leverage this contract to expand their service reach and reinforce their commitment to community health advancement in Norfolk and Waveney. SMEs and voluntary, community, and social enterprises (VCSEs) could particularly benefit from this contract given its requirements and target demographics.
