Summary of the contracting process

Historic Environment Scotland (HES) has completed a procurement process for scaffolding services across the Edinburgh region, classified under the industry category of scaffolding work (CPV 45262100). The contract was awarded on 10 December 2025, with City Access Scaffolding Ltd securing the contract valued at GBP 68,250. This open procedure, as part of the works procurement category, followed a competitive process that attracted eight bids, including six from SMEs. The procurement sought a balance of quality (60%) and price (40%). Initial contract phases are complete, but further extensions and options for additional services may be exercised at the contracting authority's discretion.

This procurement presents significant business growth potential, particularly for SMEs in the construction and scaffolding sectors. The opportunity to work with a prominent national agency like HES can enhance reputation and provide further tendering possibilities. Companies with strong capabilities in delivering scaffolding services, compliant with stringent quality and economic standards, are well-suited for such opportunities. Maintaining robust financial health and meeting insurance requirements, including public and professional liability protections, would benefit firms aiming to capture similar tenders in the future.
