Summary of the contracting process

County Durham and Darlington Fire and Rescue Authority procured an audio-visual system refresh for its Service Training Centre. The requirement was primarily to support Incident Command training, while also serving multiple other training purposes. The work covers the supply of audio-visual equipment, installation, associated IT consulting or support, and configuration of the system. The scope includes scenario or preset functionality for training delivery, with provision for annual maintenance, further changes to presets outside scheduled maintenance visits, and potentially an additional computer for recording storage. The contracting authority is a public-sector fire and rescue organisation serving County Durham and Darlington. The procurement is suitable for small and medium-sized businesses, and the delivery location is in the North East of England.

The procurement has been completed following a below-threshold open competition. Two bids were received, both from SMEs, and PIRANHA AUDIO VISUAL LIMITED was awarded the contract on 23 July 2026. The award and signed contract value is £66,612 excluding VAT (£79,934.40 including VAT). The contract was signed on 3 August 2026 and runs from 3 August 2026 to 31 August 2031. The tender originally set a five-year period from 20 July 2026 to 19 July 2031, with possible annual extensions up to 19 July 2033; the awarded contract dates differ. The authority evaluated quotations on the most advantageous tender: the proposal best fitting service requirements within budget and providing satisfactory clarification responses. Annual maintenance and specified additional options are included in the awarded figure.

This procurement demonstrates demand from a fire and rescue training provider for an integrated audio-visual installation rather than equipment supply alone. Credible competitors for a future requirement would need to design and install audio-visual systems, provide relevant IT consulting or technical support, and configure reliable training scenarios or presets. Experience of systems used for Incident Command or other operational training would be directly relevant, particularly where the solution must support recording, playback and repeatable scenarios. The buyer also values ongoing maintenance, responsive changes to configured content and the ability to support additional recording hardware. A small or medium-sized specialist with transparent pricing, strong clarification responses and the capacity to provide continuing service would fit the profile evidenced by this award.
