Summary of the contracting process

The National Archives, a central government public authority situated in Richmond, United Kingdom, is overseeing a procurement process titled "Find Case Law Public Beta Development," targeting the information technology services sector. The procurement, following an open competitive flexible procedure, involves the development of the Find Case Law service, aimed at archiving and publishing court judgments. Although the contract was initially awarded with a completion date of 2028, it was later cancelled as of 14 April 2026. The process included a tender update on 17 September 2025, highlighting the iterative Agile development strategy to enhance various service elements. The procurement stage, now at 'Tender Cancellation,' involved tender submissions via email and anticipated a contract value of up to £3.45m including VAT, with potential renewal for an additional year.

Despite the cancellation, this tender represents significant business growth potential, particularly for SMEs keen on IT services. Businesses specialised in Agile development and capable of enhancing service functionalities through user-focused improvements would find this opportunity suited to their strengths. Moreover, firms that excel in managing complex data infrastructures and platforms might also benefit, providing them with a chance to collaborate with a national entity and gain recognition within the public sector. Furthermore, those skilled in integrating stakeholder feedback into service enhancements could help shape the evolution of this service, although the immediate opportunity is not currently active.

Notice Title

Find Case Law Public Beta Development

Notice Description

The objective of this procurement process is to source a delivery partner who will work with us in developing further the public beta of the Find Case Law service. The aim of the Find Case Law service (FCL) Is to permanently archive, publish and enable the re-use of court and tribunal judgments as data for everyone. FCL is an information service. FCL follows an iterative Agile development approach. All service enhancements are planned and implemented in response to evidenced user need. Over the course of the proposed contract period, we anticipate making improvements to all aspects of the service including: our Homepage and support pages including our licence application journey, our search, browse and notifications functionality and our API and data re-use offer. We also need to improve our editorial interface and our underlying data model and infrastructure to allow us to widen the scope of what we publish without effecting our existing users and service offer. We expect that additional, yet to be determined, improvements will also be needed and which will emerge from user research and stakeholder engagement. We intend to award a contract for an initial period of 2 years, with one extension option of up to 12 months. We anticipate that the maximum expenditure over the duration of the contract period (including any extension options) will be PS3.45m including VAT (i.e. an average maximum expenditure of PS1.15m per year).
