Summary of the contracting process

Norfolk County Council established a framework for non-school alternative education and support for children and young people across Norfolk. It covers two service areas: social, emotional and mental health (SEMH) provision, and vocational alternative provision delivered outside schools or colleges. The framework is intended to provide consistent safeguarding arrangements, a range of provision and a transparent way for the council to commission providers according to individual needs. The services combine education, training, health and social care-related support. The work is delivered across Norfolk, including the Norwich and East Norfolk, North and West Norfolk, and Breckland and South Norfolk areas. The framework is relevant to education providers, alternative provision specialists, therapeutic and mental health services, vocational trainers, youth organisations and community-based providers.

The procurement is complete and both lots were awarded through an open procedure under the light-touch regime. Lot 1, SEMH provision, was awarded on 27 March 2026 to 40 named suppliers, including education, therapy, social care, youth and community organisations. Its estimated value is £30,000,000 excluding VAT (£36,000,000 including VAT). Lot 2, vocational non-school alternative provision, was awarded on the same date to 25 named suppliers, including training, education, sports, outdoor, music and community providers, at an estimated £30,000,000 excluding VAT (£36,000,000 including VAT). Both contracts were signed on 11 April 2026. Their initial contract period runs from 11 April 2026 to 11 April 2028, with extensions permitted to 2033 for Lot 1 and 2034 for Lot 2. Awards were evaluated equally on quality and monitoring and outcomes. Framework call-offs may use direct award or further competition.

This procurement demonstrates substantial, multi-provider demand for tailored alternative education and support for children and young people in Norfolk. It accommodates both specialist organisations and smaller suppliers: each lot was identified as suitable for SMEs and voluntary, community and social enterprises. Credible future providers will need the legal and technical capacity to deliver reliably, with demonstrable past experience and references. Safeguarding, health and safety and modern slavery arrangements were pass/fail requirements, so robust policies, governance and evidence will be essential. Relevant capability may include SEMH support, therapeutic or social care expertise, vocational teaching, practical training, outdoor or activity-based learning, and effective monitoring of outcomes. Providers should also be able to work within either direct-award or further-competition call-off arrangements and adapt provision to individual needs.

Notice Description

Norfolk County Council has developed a new Framework for unregulated alternative provision / education other than in school or college - Social, Emotional, Mental Health (SEMH) and Vocational, that will enable a fair and transparent process to manage how we commission and work in partnership with providers. The Framework will secure consistent approaches to safeguarding and sufficient choice for children and young people (CYP). The contract Value is an estimate, and will depend on usage and the requirements of the CYP who access it. A blank copy of the framework has been included. This framework applies to all suppliers. KPIs are not required as this procurement is under the light touch regime.

Lot Information

Social, Emotional and Mental Health (SEMH) Provision

Renewal: The term is 24 months from the Required Service Commencement Date, which may be extended up to 72 months as long as such extension complies with the Procurement Act 2023 in terms of re-opening of the framework.
