Summary of the contracting process

Network Rail Infrastructure Limited is inviting bids for the "Network Rail Event Management Framework", which encompasses event management services to support internal organisational events, including strategic solutions, project management, and technical production, among other services. Located in London, UK, the procurement falls under the "services" category and operates under a framework agreement, covering the UK region. The procurement is in the Tender stage with selective procurement through a competitive flexible procedure. Potential suppliers must submit their expressions of interest by 10 July 2026, with the tender process entailing an eAuction to shortlist suppliers, aiming for an award decision by 18 January 2027. The contract, with a gross value of £17,652,000, will start from 10 July 2027, with potential extensions up to 2035, and it includes important dates such as the enquiry period ending on 3 July 2026. The framework is available for entities like Great British Railways and the Department for Transport Operator Limited.

This tender presents a significant growth opportunity for businesses specialising in event management and the associated logistical and technical support services. Companies equipped with the expertise in event planning, technical delivery, resource management, and stakeholder engagement within the utilities sector would find this framework particularly beneficial. The framework allows a maximum of three participants to provide services, ensuring a selective opportunity for businesses to engage in long-term contracts with scalability potential. Particularly advantageous for SMEs and VCSEs, as indicated in the procurement documents, this opportunity requires firms to demonstrate robust technical and financial capabilities while offering a competitive edge through negotiation-driven eAuction procedures.

PSQ responses which are not complete, which are non-compliant and/or are late may be rejected and Network Rail shall not be obliged to continue its evaluation of the PSQ responses of that Participant. Where any Participant does not meet the minimum criteria for any question, section or envelope they will be excluded from the Procurement. For any weighted (0-4) questions in the PQQ, the minimum criteria is a score of 2, therefore a moderated score of 0 or 1 will result in the Participant being excluded from the Procurement. Participants who have successfully achieved a pass for all pass/fail questions and meets or exceeds any minimum score will have their PSQ responses ranked by reference to their total weighted score identified through the assessment process, with the highest scoring PSQ responses (that successfully achieved a pass for all pass/fail questions) being ranked in first place. It is the intention of Network Rail to select a shortlist of six (6) Participants to progress to tender stage.",
