Summary of the contracting process

Torbay Council procured an independent advocacy service for children and young people in Torbay. The service covers advocacy for children aged 8 to 18 who are subject to a child protection plan or are in care, and for care-experienced young people up to age 25. It also covers advocacy for 16- and 17-year-olds who present to the Council as homeless. A third strand is an Independent Visitor Service for under-18s, using volunteers to provide positive role models who visit, befriend, advise and guide matched young people. The requirement is classified as health and social work services. Delivery is in Torbay, with Torbay Council as the buying organisation. The procurement was suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement has been awarded following a below-threshold open competition. The Children’s Society Limited was selected, and the contract was signed on 1 April 2026. The contract runs from 1 April 2026 to 31 March 2028, with an option to extend by up to 12 months, giving a maximum end date of 31 March 2029. Its value is £298,522 excluding VAT, or £358,226 including VAT. The original estimated value for the full requirement was £389,037 excluding VAT, or £466,844 including VAT. The tender submission deadline was 6 October 2025 at noon, following an amendment. Evaluation weighted quality at 70%, social value at 10% and price at 20%.

This award indicates sustained demand from Torbay Council for specialist advocacy and independent visiting services supporting vulnerable children, young people and care-experienced adults. A credible future competitor would need relevant experience delivering advocacy in child protection, care, care leavers and youth homelessness settings, alongside the ability to recruit, train, supervise and match independent visitors. Strong service design would need to show child-centred practice, restorative approaches, effective implementation and mobilisation, clear organisational structures and reliable data collection and processing. Suppliers would also need appropriate financial standing, insurance, data protection arrangements, organisational qualifications or standards, and relevant policies, plans and accreditations. The evaluation also demonstrates the importance of measurable social value commitments, contract-specific information governance and evidence from relevant contract examples. The opportunity was considered suitable for both SMEs and VCSEs.
