Summary of the contracting process

The London Borough of Hackney established a framework for non-healthcare substance use services in London. It covers seven service areas: flexible needle and syringe provision; enhanced employment support for multiply disadvantaged people with substance use and other support needs; enhanced housing support for people using drugs or at high risk from alcohol; learning and meaningful activity outside employment; holistic community navigation for people leaving prison; support and assessment for individuals in police custody; and legal advice and support for people engaged in harmful substance use. The procurement is complete and awards were made on 2 February 2026 through an accelerated open procedure for a light-touch service regime, using an open framework with direct awards or competitive call-offs. All lots were assessed on quality alone. Lot 1 was awarded to Adfam National for £1,248,000 gross; Lot 2 to St Giles Trust and Turning Point (Services) Limited for £1,092,000 gross; Lot 4 to Turning Point for £582,000 gross; and Lot 6 to Turning Point for £582,000 gross. Lots 3, 5 and 7 reached final status without an awarded supplier. The signed contracts run from 2026 into 2028: Lot 1 was signed on 21 July 2026, Lot 2 on 19 May 2026, and Lots 4 and 6 on 23 April 2026. Extensions may continue contracts until 31 March 2030.

This procurement shows Hackney’s demand for specialist, community-based substance use services delivered across several linked pathways. Credible future competitors would need strong experience supporting people who use drugs or alcohol, including people facing multiple disadvantages, housing instability, imprisonment or police custody. Relevant capability includes harm-reduction provision, employment and skills support, housing-related support, community navigation, structured assessment, meaningful activity and access to legal advice. Providers should be able to work across health, housing, criminal justice, employment and voluntary-sector networks, while maintaining safe referral and safeguarding arrangements for vulnerable people. The successful suppliers were large voluntary, community and social enterprise organisations, indicating that established delivery capacity, partnership working and the ability to operate consistently across London services are important. The requirement was divided into distinct service areas, so focused specialists as well as broader providers may be credible competitors.
