Summary of the contracting process

Southwark Council sought a single supplier to deliver reablement services for people in the London Borough of Southwark. Reablement is short-term care and support intended to help residents regain or maintain independence, with services delivered across the borough. The procurement was for health and social work services. The requirement could include the mobilisation and delivery of new reablement packages, with some existing care packages potentially transferring to the successful provider where appropriate and where the provider was willing to accept them. The contract was planned to run from 2 November 2026 to 1 November 2030, with extension options of two years plus two further years, potentially to 1 November 2034. There was one lot, evaluated using price per point of quality, covering both price and quality. Southwark Council cancelled the procurement on 26 August 2026 and will make no award. It cited a legal challenge, the need to reconsider its future commissioning approach, strategic objectives, resource implications and the Southwark Ethical Care Charter.

The requirement suited small and medium-sized enterprises and voluntary, community and social enterprises. It was aimed at providers able to deliver short-term reablement and related adult social care across a London borough, including safe mobilisation, assessment and support that helps residents regain or retain independence. Relevant suppliers would need operational capacity to manage a borough-wide service, maintain continuity for residents and work with the Council during mobilisation to review whether existing care packages could transfer. Experience of accepting and managing transferred packages would have been commercially relevant, although transfers were not expected for most existing packages at commencement. Providers should also be able to demonstrate high-quality care, value for money and delivery consistent with the Southwark Ethical Care Charter. The procurement was cancelled, so this opportunity will not result in a contract under the current process.

Notice Description

The Council is seeking to award a single Contract to the successful bidder as part of this Procurement and it is anticipated that the Contract will be fully operational by 2 November 2026 (this may be subject to change) and will continue for a period of four (4) years from that date with an option to extend, at the Council's discretion, for up to four (4) years (two (2) years plus two (2) years) unless terminated in accordance with the Terms and Conditions of the Contract. The estimated total contract value for this procurement is PS13.6m. Due to the short-term nature of Reablement and to support continuity for residents, it is expected that, at contract commencement, most existing packages will not transfer to the successful Supplier and will remain with the incumbent provider until the closure of the package. However, during mobilisation the Council will conduct a review of existing packages to determine whether any packages are appropriate for transfer. It is possible therefore that some existing packages could be transferred if the new provider is willing to accept them. Transfer of existing care packages are therefore potentially within the scope of this Procurement but the contract value expressed above are calculated based on current care packages.
