Summary of the contracting process

Southern Housing has procured legal advisory and representation services through the Housing Associations’ Legal Alliance (HALA). The framework covers seven specialist areas: corporate governance and finance; housing and asset management; development; commercial property; residential property; employment; and construction litigation. It is intended for HALA’s members, a consortium of 54 registered providers of social housing in England and Wales, and may also be accessed by other eligible social housing providers and related public bodies. Services are for use across England and Wales. This is a broad housing-sector legal services requirement, with distinct specialisms allowing firms to focus on relevant areas rather than provide every type of advice.

The procurement is complete and all seven lots have been awarded following an open procedure. The awards were made on 24 September 2026. Each lot has a contract period from 19 October 2026 to 18 October 2029, with an option to extend by up to 12 months. The lot values are £7.95 million for corporate, governance and finance; £33.16 million for housing and asset management; £17.02 million for development; £12.65 million for commercial property; £9.16 million for residential property; £6.9 million for employment; and £9.16 million for construction litigation. Multiple firms were appointed to each lot: Anthony Collins, Bevan Brittan, Capsticks, Clarke Willmott, Devonshires, Penningtons Manches Cooper, Trowers & Hamlins and Forbes Solicitors on lot 1; lots 2–7 have separate multi-supplier panels. Evaluation weighted quality at 50–65% and price at 35–50%, depending on lot.

This award demonstrates sustained, multi-specialism demand for external legal advice from a housing-provider consortium, with work spanning governance, housing operations, development and property transactions, employment, and construction disputes. Firms competing for a comparable requirement would need demonstrable expertise in the particular lot specialism, the capacity to serve multiple registered social housing providers across England and Wales, and the ability to deliver advice through a shared framework. The buyer evaluated both quality and price, giving quality a majority weighting on most lots and equal weighting with price on housing and asset management and residential property. Pricing was based on fixed fee schedules and hourly rates, with prices fixed for the contract duration subject to possible capped CPI indexation from the second anniversary. The successful panel included firms of different sizes, including an SME, indicating that relevant specialist capability need not depend on being a national-scale firm.

HALA is conducting Preliminary Market Engagement through the provision of a Supplier Questionnaire. Comments provided by suppliers will help shape and inform the approach to the re-procurement of the current HALA Legal Services Framework. Suppliers are invited to submit their questionnaire responses by Friday 26th September at 5pm.
