Summary of the contracting process

Torfaen County Borough Council procured a specialist hoarding support service for residents in Torfaen whose hoarding behaviours affect their wellbeing, independence and ability to manage or maintain accommodation. The service provides housing-related support for up to two years, or until agreed goals are achieved, whichever is sooner, prioritising people according to need, including homelessness risk, crisis and lower-level support requirements. It supports 25 people at any one time and includes follow-up and responsive support for previous users, delivered virtually, by telephone or in person. The provider must offer monthly contact for the responsive service, build links with health, social care and third-sector organisations, and work with the council’s community team on networks, education, early intervention and community capacity. The procurement is complete and has been awarded following an open procedure. Four bids reached the final stage, including four from SMEs and four from VCSEs. Adferiad Recovery Ltd was awarded the single lot on 26 August 2026. The award value is £1,300,000 excluding VAT and £1,632,000 including VAT. The contract runs from 1 October 2026 to 30 September 2031, with an option to extend by 36 months, and the award records a maximum end date of 1 October 2034. The original estimated lot value was £1,360,000 gross. Evaluation weighted quality at 70%, cost at 20% and community wellbeing benefits at 10%. This requirement suits established specialist social care, housing support or mental health providers with demonstrable expertise in working with people experiencing hoarding behaviours. A credible future supplier would need staff able to provide practical, person-centred housing-related support, assess changing levels of need and respond flexibly through remote, telephone and face-to-face contact. Experience of sustained follow-up and time-limited interventions would be relevant, alongside the ability to support people at risk of homelessness or in crisis. Strong partnership working is central: providers should have effective links with primary care, GPs, local health networks, social care and third-sector organisations. Organisations should also be able to deliver community education, early intervention, needs analysis and network development, while aligning services with Torfaen’s community agenda and avoiding duplication.

THE HOARDING SUPPORT SERVICE IS AIMED AT TORFAEN RESIDENTS PRESENTING WITH HOARDING BEHAVIOURS WHO ARE STRUGGLING TO MANAGE AND MAINTAIN ACCOMMODATION IMPACTING WELL BEING AND INDEPENDENCE. THE SERVICE WILL PROVIDE HOUSING RELATED SUPPORT TO PEOPLE THAT FIND IT DIFFICULT TO COPE WITH DAY TO DAY LIVING DUE TO THEIR HOARDING BEHAVIOURS FOR A MAXIMUM OF 2 YEARS OR ONCE GOALS HAVE BEEN MET (WHICHEVER IS SOONER). THE SERVICE WILL PRIORITISE CASELOADS BASED ON THE PRESENTING NEEDS OF THE INDIVIDUAL (I.E. THREAT OF HOMELESSNESS, CRISIS, MEDIUM TO LOW NEEDS) AND WILL SUPPORT 25 PEOPLE AT ANY ONE TIME. THE SERVICE WILL PROVIDE FOLLOW UP AND RESPONSIVE SUPPORT AIMED AT THOSE WHO HAVE PREVIOUSLY ACCESSED SUPPORT AND MAY NEED THAT ELEMENT OF ONGOING INTERACTION AND REASSURANCE. THE RESPONSIVE ELEMENT OF THE SERVICE CAN BE DELIVERED VIRTUALLY, BY TELEPHONE OR, WHERE REQUIRED, IN PERSON. CONTACT SHOULD BE MADE WITH USERS OF THE RESPONSIVE SERVICE ON A MONTHLY BASIS AS A MINIMUM. THE RESPONSIVE ELEMENT OF THE SERVICE SHOULD BE OFFERED FOR A TIME LIMITED PERIOD OF 6 MONTHS. THE SERVICE WILL HAVE THE KNOWLEDGE AND SPECIALIST SKILLS/EXPERIENCE TO SUPPORT INDIVIDUALS WITH HOARDING NEEDS. THE SUPPORT TEAM SHOULD HAVE EXCELLENT LINKS WITH SERVICES ACROSS HEALTH, SOCIAL CARE AND THIRD SECTOR ORGANISATIONS AND WILL BUILDING GOOD WORKING RELATIONSHIPS WITH KEY HEALTH PARTNERS INCLUDING, BUT NOT LIMITED TO, PRIMARY CARE COLLEAGUES, GPS, LOCAL NCNS AND SOCIAL CARE COLLEAGUES. THE SERVICE WILL WORK WITH THE COUNCIL'S COMMUNITY TEAM TO UNDERSTAND THE PREVALENCE AND NEED OF HOARDING ISSUES WITHIN TORFAEN AND DEVELOP APPROPRIATE NETWORKS, EDUCATION AND EARLY INTERVENTION SUPPORT TO BUILD COMMUNITY CAPACITY AND RESILIENCE. THE AIM IS TO ENSURE THAT THE SERVICE ALIGNS WITH THE TCBC COMMUNITIES AGENDA IN NOT ONLY ACCESSING THE RIGHT COMMUNITIES BUT ALSO ENSURING THAT A JOINED-UP APPROACH IS BEING DELIVERED IN TORFAEN TO AVOID DUPLICATION OF SERVICES.
