Summary of the contracting process

NSAH (Alliance Homes) Ltd procured insurance and related services for its property portfolio and wider operational risks. The scope covered property, legal liability and other general non-life risks; motor vehicle risks, potentially including motor legal expenses and occasional business use; cyber risks; terrorism and political violence outside Pool Re; and directors’ and officers’ liability. The majority of the insured property is in Bath, North East Somerset, North Somerset and South Gloucestershire, although the buyer’s head office is in Bristol. The procurement was divided into seven areas, including Pool Re terrorism or political violence cover and alternative risk finance, alongside the awarded insurance requirements. The services category is insurance and risk management.

This procurement has been awarded and contracts are active. Marsh Limited was awarded property, legal liability and general non-life insurance, motor insurance and cyber insurance. Jensten Insurance Brokers (London and SE) Ltd was awarded terrorism and political violence insurance outside Pool Re, while ADVISORY INSURANCE BROKERS LIMITED was awarded directors’ and officers’ liability insurance. The awards were dated 11 or 12 January 2026, and the contracts were signed on 28 February 2026. Contract values were £7,090,000, £930,000, £95,000, £75,000 and £68,000 respectively, all including gross values as reported. Contract periods run from 1 March or 12 March 2026 to 28 February 2029, with extensions potentially available to 28 February 2031. The open competitive flexible procedure used multiple stages, with 40% cost and 60% quality evaluation.

This procurement demonstrates recurring demand from a housing provider for a broad insurance programme spanning property, liability, motor, cyber, terrorism and political violence, and senior-officer risks. Suppliers need capability in one or more of these insurance lines, with brokers able to place cover with suitable risk carriers where required. The buyer required financial ability to deliver the programme and accepted insurers rated at least BBB by Standard & Poor’s, B++ by A M Best, or an equivalent rating from an independent reputable credit-rating agency. For ratings below A-, the buyer retained discretion to approve the proposed insurer and required supporting market-security information. Credible competitors therefore need strong insurance-market access, risk-placement capability, claims and policy administration, and demonstrable service quality as well as competitive pricing.
