Summary of the contracting process

Clarion Housing Group procured an alarm monitoring service for its residents across the United Kingdom. The requirement covers a TEC Service Association Quality Standards Framework-certified call monitoring and handling service, with an alarm receiving centre platform for operators to communicate with residents through analogue and digital telecare equipment. The supplier must also respond appropriately to calls from communal systems, including fire alarms, door entry systems and lifts, and provide out-of-hours repairs handling. This is a specialist telecare and alarm-monitoring service, classified under CPV 79711000. The requirement is structured as a single service lot and is identified as suitable for small and medium-sized enterprises. The service supports housing residents and communal safety systems managed by Clarion Housing Group.

The procurement is complete and was awarded through an open competitive flexible procedure using a pre-qualification stage followed by an invitation to tender. Three bids reached the final stage, including no bids from SMEs. The evaluation required bidders to meet mandatory pre-qualification requirements, with economic and technical selection criteria set out in the PSQ. The estimated value was £3,600,000 excluding VAT, or £4,320,000 including VAT. Taking Care Personal Alarm Ltd was selected on 16 July 2026 for £3,269,832 excluding VAT, or £3,923,798 including VAT. The awarded contract period runs from 28 October 2026 to 27 October 2034. A standstill period ends on 29 July 2026, with signature scheduled by 5 August 2026. The award is pending completion of these formalities.

This award shows sustained demand from Clarion Housing Group for a large-scale, integrated telecare monitoring operation rather than standalone alarm installation. A credible competitor would need a TEC Service Association Quality Standards Framework-certified call-handling service, an alarm receiving centre platform capable of supporting analogue and digital equipment, and trained operators able to communicate effectively with residents. Relevant operational capability also includes handling calls from communal fire alarms, door entry systems and lifts, alongside an out-of-hours repairs service. Suppliers should be able to demonstrate economic and technical capacity through a pre-qualification process and meet mandatory requirements before tender evaluation. The absence of SME bidders at the final stage indicates that delivery at this scale may require substantial infrastructure, staffing and resilience, or a carefully structured partnership or subcontracting model.
