Summary of the contracting process

Liverpool City Council, through Culture Liverpool, is procuring an Events Support Services Framework for infrastructure and suppliers supporting Liverpool’s major outdoor events and cultural programme. The requirement covers 18 service areas: event power; crowd barriers and fencing; production, site and event support; medical services; portable cabins; toilets; PA, audiovisual and lighting; traffic management infrastructure and stewarding; security and crowd management; trackways; marquees; safety management; hostile vehicle mitigation; staging; screens; catering; and pyrotechnics. Services may include supply, hire, delivery, installation, operation, maintenance, servicing and removal, depending on the lot. Work will be delivered in Liverpool City Region, for Liverpool City Council and participating councils including St Helens, Sefton, Knowsley, Wirral and Halton, as well as Liverpool City Region Combined Authority.

The process has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English. Enquiries were due by 18 September 2026 at 12:00, and offers by 9 October 2026 at 12:00. The framework’s contract period is 1 February 2027 to 31 January 2035, with renewal rights stated for the lots. The estimated total value is £32,000,000 excluding VAT, or £38,400,000 including VAT. Individual lot values excluding VAT are £1,000,000, £1,500,000, £2,000,000, £2,500,000 or £3,000,000, depending on the service. There are 18 lots, and each is evaluated on quality weighted at 80% and price at 20%. The framework may use direct awards or further competitions.

This opportunity suits specialist event infrastructure, production, safety and support suppliers able to provide reliable services for major outdoor and cultural events. Depending on the lot, relevant capability includes generator and temporary power provision; barriers, fencing, trackways, marquees, staging, cabins and toilets; PA, audiovisual, lighting and screen systems; event medical, security, stewarding, traffic management and safety management; hostile vehicle mitigation; catering for event personnel and crews; or pyrotechnic design and delivery. Suppliers should be able to manage complete service lifecycles, including transport, installation, operation, maintenance, monitoring, servicing and removal where required. The requirement is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, creating scope for focused specialists as well as larger operators.

Event Portable Cabin Hire

Requirement for a wide range of portable cabins as part of their events programme

Event Toilets Hire

Toilet accommodation to be fit for purpose for the event industry and in excellent condition,

Event PA, AV and Lighting (indoor and outdoor)

Event Traffic Management Infrastructure Services

Provision for major closures, supported by diversion routes

Event Security, Stewarding Services

Static Security and Crowd management

Event Traffic Management Stewarding Services

Traffic Management for all traffic management closures and points and for the internal event traffic management system

Event Trackway Hire

Provide, install, service and remove the temporary road services or part thereof. Required to provide trackway and an aluminium roll-out roadway and walkway system

Event Marquee Hire

Provider must provide, install, service and remove the temporary marquee structures and supplementary services or part thereof

Event Safety Management Services

Suppliers will be required to work to the identified event management and licensing processes for the City.

Event Hostile Vehicle Mitigation Hire

Provide, install, maintain, monitor and remove Hostile Vehicle Mitigation (HVM) measures for the Event to protect attendees, staff and infrastructure from hostile, errant or unauthorised vehicle access.

Event Staging Hire

Stages will range in size and specification - a stage/structure specification will be drafted by the event management team depending on the scale of the event.

Event Screen Hire

Provide a complete event screen solution for the Event, including the supply, delivery, installation, operation, maintenance and removal of all screen equipment, temporary structures and associated infrastructure.

Event Catering Services

Provide dedicated catering services for event staff, contractors, production crews, volunteers, artists, security personnel and event management teams throughout the event build, live event and de-rig phases.

Event Pyrotechnics

Provide a complete pyrotechnics service for the Event, including the design, supply, transport, storage, installation, operation and removal of all pyrotechnic effects. The service shall deliver a safe, professional and visually impactful display, which may include fireworks, pyrotechnic and pyromusical performances across a range of event locations
