Summary of the contracting process

Bangor University is procuring bus, coach and executive coach hire services, each supplied with a driver, to meet its ongoing passenger transport needs. The services support university activities including open days, field trips and airport transfers. Vehicles and drivers must provide reliable, accessible transport and be suitable for access to the university’s specified sites. Pick-up and drop-off locations include the university campuses in Bangor, Menai Bridge and Wrexham, together with other locations across North Wales. The requirement covers transport services, including buses and coaches (CPV 60000000 and 34121000). One supplier is intended to provide the complete requirement for the university.

This procurement has been awarded to Clynnog & Trefor, an SME, following an open procedure. The award was made on 26 August 2026 and covers one lot. The awarded value is £458,334 excluding VAT, or £550,000 including VAT. The contract period is 10 September 2026 to 9 September 2029, with two optional 12-month extensions available until 9 September 2031. Three bids were received and two reached the final stage, both from SMEs. Evaluation used price weighted at 45% and technical quality at 55%. A standstill period runs until 8 September 2026, with contract signature scheduled for 10 September 2026. Bids could be submitted electronically in Welsh or English.

This award demonstrates recurring demand from Bangor University for managed passenger transport across North Wales, delivered through a sole-supplier arrangement. A credible future competitor would need an established bus and coach operation, appropriately qualified drivers and vehicles that can access university campuses and other specified sites. The required fleet scale is substantial: capacity must include at least three super coaches with 70 or more seats, five standard coaches with 40 or more seats, and four executive coaches with 25 or more seats. Suppliers should also be able to provide accessible, compliant vehicles for individual journeys and support varied operational requirements such as open days, field trips and airport transfers. Technical quality carried more weight than price in the evaluation.
