Summary of the contracting process

GA Trains Limited (GATL) has procured maintenance services for its Class 720 rolling stock, used on Greater Anglia routes. The awarded Lot 2 covers a fleet of 133 five-car Class 720 units. The service includes inspections, routine maintenance, repairs, warranty work where applicable, defect rectification, and provision of spares, tools and equipment. It also covers maintenance of owner-owned spares and special tools, plus original equipment manufacturer technical support and spares supply. Delivery is across Greater Anglia’s routes in the South East of England. The wider procurement also included a North Fleet lot for Class 745 and Class 755 trains, but that lot was not awarded under this process.

The process is complete. Lot 2 was awarded to Alstom Engineering and Services Limited on 26 February 2026. The awarded value is £974,895,452 gross (£812,412,877 excluding VAT), with a contract period from 18 October 2026 to 17 October 2041. This was a selective competitive flexible procedure. Bidders could apply for one or both fleet lots, but the North Fleet lot was not awarded and was terminated on 20 March 2026 to allow it to be re-procured separately. Evaluation was weighted 55% quality, 35% price and 10% social value. The contract value reflects the maximum estimated 15-year term with all additional options and inflationary increases. Options covered route and in-service fleet support technicians, remote performance system engineers, and train cleaning and servicing.

For a future requirement from GATL, credible competitors will need to deliver end-to-end rolling stock maintenance for a substantial Class 720 fleet, including inspections, repairs, defect rectification, spares and technical support. The procurement required relevant contract experience and evidence of managing subcontractors, including management or delivery of a Technical Support and Spares Supply Agreement (TSSSA). Suppliers had to be willing to enter a Train Services Agreement with GATL and negotiate a TSSSA-style agreement with the relevant original equipment manufacturer. The process also required RISQS accreditation for the specified rolling-stock maintenance categories. Bidders needed to cover the full maintenance scope, whether delivered directly or through subcontractors, and demonstrate strength in quality and social value as well as competitive pricing. Costed options included engineering support, remote performance systems, cleaning and servicing.

Notice Description

For Lot 2, GA Trains Limited (GATL) intends to enter into a Train Services Agreement (TSA) contract with the supplier for the provision of maintenance of rolling stock for use on Greater Anglia routes. The services undertaken by the supplier, for GATL's fleet of 133 x 5 car Class 720 units, will include (but is not limited to): a) all required inspection, maintenance, repairs, warranty works (if applicable), rectification of defects, and provision of all spares, tools, and equipment; b) maintenance of Owner Owned Spares and Special Tools; and c) the provision of Original Equipment Manufacturer Technical Support & Spares Supply. For Lot 1, (previously procured under 'GA Trains Limited Rolling Stock Maintenance Procurement' Notice identifier: 2025/S 000-058773, CPV code 50222000 - Repair and maintenance services of rolling stock), GATL has decided not to award a contract under this tender notice, with this procurement terminated on 20/03/2026.
